With this groundbreaking measure, Illinois is the first state in the country that has proposed legislation requiring the testing of all acquired rape kits by law enforcement.<\/p>\n<p>Senate Bill 3269 creates the Sexual Assault Evidence Submission Act. The legislation comes in response to a 2009 Chicago Tribune article which reported that few law enforcement agencies require all Sexual Assault Evidence Collection Kits, also known as rape kits, to be tested in a laboratory.
