He wasn&#8217;t scheduled to be released for another<br \/>\nmonth.<br \/><\/br><br \/>\n<br \/><\/br><br \/>\n&quot;It&#8217;s time to celebrate,&quot; said Iniguez as he put on his belt outside the downtown jail complex.<br \/><\/br><br \/>\n<br \/><\/br><br \/>\nIniguez is a member of a distinct group that benefits during a sour economy: jail inmates.<br \/><\/br><br \/>\n<br \/><\/br><br \/>\nWhen times are flush, the Los Angeles County Sheriff&#8217;s Department has<br \/>\nthe money to keep jails open and staffed, and the vast majority of<br \/>\nsentenced inmates serve most of their time behind bars.<br \/><\/br><br \/>\n<br \/><\/br><br \/>\nBut when times get tough and tax revenues shrink, the department has<br \/>\nrepeatedly looked to its jail operations to make cuts, freeing<br \/>\nthousands of inmates who&#8217;ve served only a fraction of their sentences.<br \/><\/br><br \/>\n<br \/><\/br><\/p>\n<p>\nThe length of jail stays has ebbed and flowed in tune with L.A.<br \/>\nCounty&#8217;s budget for more than two decades, leaving the county during<br \/>\nfinancial crunches with some of the weakest jail sentences in the<br \/>\nnation.<\/p>\n<p><a href=\"http:\/\/www.latimes.com\/news\/local\/la-me-jails6-2010mar06,0,4429885.story\">Read the full story here.<\/a><\/p>\n<p>&#8211;Jack Leonard and Ruben Vives<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At the Twin Towers Correctional Facility, Jaime Iniguez was awakened Friday morning and told to get ready to leave.
