New Regulation Proposed For Internet Cafes"},"content":{"rendered":"<p>A member of the National People\u2019s Congress suggested quick legislative action Mar. 6 on a resolution that would close Chinese internet cafes between midnight and 8 a.m.<\/p>\n<p>People\u2019s Representative Gao Wanneng called for a \u201czero-hour cutoff\u201d for internet cafes due to long-term internet addition in Chinese youth.\u00a0 Gao said such addiction is responsible for high dropout rates and internet crime and asked the National People\u2019s Congress to pass legislation regulating online gaming, reports the <a href=\"http:\/\/lianghui.workercn.cn\/contentfile\/2010\/03\/08\/031046520235815.html\">Worker\u2019s Daily<\/a>.<\/p>\n<p>This is not the first time a nighttime ban on internet cafes has been suggested. \u00a0In Nov. of 2005 the municipality of Chongqing experienced slowly implemented \u201czero-hour cutoff\u201d policy, as have other cities around the country.\u00a0 Methods of control such as registration for internet caf\u00e9 users and closure of unregistered cafes have been employed to regulate the industry, often without results.<\/p>\n<p>Blogger <a href=\"http:\/\/blog.qq.com\/qzone\/153875697\/1267889379.htm\">Li Lijun <\/a>writes that Representative Gao\u2019s suggestion has brought some fun into the often solemn atmosphere of the National People\u2019s Congress, held annually in child\u2019s time online, can\u2019t compare with directly eliminating computers, I think.\u00a0 But for this you\u2019ll have to invite our brother county North Korea for professional instruction.<\/p>\n<p>Blogger <a href=\"http:\/\/www.scdblog.com\/index.php\/archives\/241.html\">Shan Cha<\/a> agrees that such drastic measures will do little to solve the fundamental problem and will certainly bring hardship to the internet caf\u00e9 class=\"translation\">When [I] see an individual committee member suggest \u201cclosing the country\u2019s internet cafes,\u201d or \u201ccarrying out zero-hour cutoff policy\u201d, I can\u2019t help but feel a bit uneasy.\u00a0 Committee members, don\u2019t you know that as soon as such law is carried out, what a hit it will deliver to those operating caf\u00e9s throughout the country?\u00a0 Do you think the closure of caf\u00e9s or the cutting off of service at midnight will really solve the root of the problem that we\u2019re seeing in youth?<\/p>\n<p><a href=\"http:\/\/net.chinabyte.com\/340\/2197840.shtml\">Caijing<\/a> reported in 2005 that a large internet caf\u00e9 in the Chongqing Municipality stood to lose 10,000 Yuan ($1,400), nearly a third of the caf\u00e9\u2019s monthly profit, with the implementation of \u201czero-hour cutoff\u201d policy.<\/p>\n<p>An entry at <a href=\"http:\/\/blog.pesea.com\/game\/youxifagui\/2010-03-07\/4859\">Pesea Gaming Blog<\/a> notes that a cutoff of internet service between midnight and 8 a.m. will greatly limit maintenance in internet caf\u00e9s.\u00a0 The blog states that games, tools, and antiviral software are usually downloaded and upgraded during early morning hours.\u00a0 New regulations would force owners to conduct maintenance during peak hours.<\/p>\n<p>In 2006 cities like Shenzhen carried out campaigns to eradicate unlicensed internet caf\u00e9s, or \u201cblack caf\u00e9s\u201d as they are known in Chinese.\u00a0 Some fear that such \u201czero-hour cutoff\u201d policy will force late night business into unlicensed and unregulated internet caf\u00e9s.<\/p>\n<p>A writer at <a href=\"http:\/\/blog.pesea.com\/game\/youxifagui\/2010-03-07\/4859\">Pesea Gaming Blog<\/a> writes:<\/p>\n<blockquote>\n<p>\u96f6\u70b9\u65ad\u7f51\u7684\u653f\u7b56\u4e00\u51fa\u53f0\uff0c\u56fd\u5bb6\u7535\u4fe1\u90e8\u95e8\u5c31\u4f1a\u79ef\u6781\u914d\u5408\uff0c\u5728\u89c4\u5b9a\u7684\u96f6\u70b9\u81f3\u516b\u70b9\u7684\u65f6\u95f4\u5185\u5c31\u4f1a\u4e2d\u65ad\u7f51\u5427\u7684\u7f51\u7edc\u63a5\u5165\u670d\u52a1\u3002\u4f46\u662f\u7535\u4fe1\u90e8\u95e8\u6240\u80fd\u591f\u4e2d\u65ad\u7684\u53ea\u662f\u5728\u6709\u5173\u90e8\u95e8\u5408\u6cd5\u767b\u8bb0\u7684\u767d\u7f51\u5427\u800c\u5df2\uff0c\u90a3\u4e9b\u5c61\u7981\u4e0d\u6b62\u7684\u9ed1\u7f51\u5427\u56e0\u4e3a\u6ca1\u6709\u5408\u6cd5\u7684\u767b\u8bb0\u5728\u6848\u4ece\u800c\u6839\u672c\u4e0d\u4f1a\u53d7\u5230\u5f71\u54cd\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">Once the \u201czero-hour cutoff\u201d policy is passed, the national telecommunications department will actively cooperate, cutting off caf\u00e9\u2019s internet connections between the stipulated times of midnight and 8 a.m.\u00a0 But the connections that the telecommunications department can cut off are only those of legally registered caf\u00e9s.\u00a0 The multitude of
