The Pakistani intelligence agency ISI knows the whereabouts of Osama bin Laden<\/a> but is keeping his location a secret and wants to use the Al-Qaeda chief as leverage over the US<\/a> as it is wary of America\u2019s closer ties with India, noted military<\/a> historian Stephen Tanner has said.<\/p>\n

\u201cWe got to make a deal with Pakistan<\/a> because I\u2019m convinced that he (bin Laden<\/a>) is protected by the ISI,\u201d said
\nTanner, the author of Afghanistan<\/a>: A Military<\/a> History<\/a> from Alexander the Great to the War<\/a> against the Taliban<\/a><\/em>.\u2019<\/p>\n

Tanner says the ISI knows where bin Laden<\/a> is hiding, but is not ready to say.<\/p>\n

The American writer along with other experts were interviewed by CNN<\/a> for a blog post on the channel\u2019s website
\ncalled \u2018Whatever happened to bin Laden<\/a>\u2019.<\/p>\n

Noting that it was unlikely for bin Laden<\/a> to be captured anytime soon, Tanner suggested that the ISI wants to keep him
\nas leverage over the US<\/a> because it is wary of Washington\u2019s closer ties with New Delhi. Without the fear of a bin Laden<\/a>
\nloose in Pakistan<\/a>, the intelligence agency fears that the US<\/a> would lose interest in the country.<\/p>\n

\u201cI just think it\u2019s impossible after all this time to not know where he is. The ISI knows what\u2019s going on in its own
\ncountry,\u201d Tanner said. \u201cWe\u2019re talking about a 6-foot-4-inch Arab with a coterie of bodyguards.\u201d<\/p>\n

Another expert, Thomas Mockatis, who is the author of Osama bin Laden<\/a>: A Biography <\/em>was also quoted on the CNN<\/a> blog suggesting that killing bin Laden<\/a> would probably not be the best idea. \u201cKilling bin Laden<\/a> would not be a good thing,\u201d Mockatis says. \u201cHe\u2019s already a hero. Killing bin Laden<\/a> would just create one more martyr.\u201d<\/p>\n

Mockatis recommends that dismantling the terror infrastructure is more important than catching bin Laden<\/a>.<\/p>\n

There have been alleged sightings of bin Laden<\/a> in Pakistan<\/a>, and he is believed to be in North Waziristan, constantly
\nslipping back and forth from the Af-Pak border.<\/p>\n

An associate professor of international security studies at Tufts University\u2019s Fletcher School in Massachusetts,
\nWilliam Martel, even suggests that it would be better if bin Laden<\/a> would not be captured as the debate on how the Al-Qaeda chief should be treated after his capture would create a firestorm.<\/p>\n

\u201cDo we read him his rights; do we run him through a military<\/a> tribunal or civilian courts?\u201d Martel says. \u201cCapturing
\nhim would pose more problems than not.\u201d<\/p>\n
