Pat Quinn is going back on a promise not to cut the share of income taxes distributed to cities and villages that the governor made to municipal leaders before last month\u2019s primary.<\/p>\n<p>\u201cThis is a serious financial crisis, but it didn\u2019t just start after the primary,\u201d Daley said. \u201cHe did come before the Metropolitan Mayors Caucus and say, \u2018I am with you, I support you.\u2019 Nothing has changed from prior to the primary to after the primary.\u201d<\/p>\n<p>Daley, speaking at an event to announce proposals to address gun violence, was referring to a comment made over the weekend by David Vaught, Quinn\u2019s budget director.<\/p>\n<\/p>\n<p>Vaught said municipalities across Illinois must \u201cshare the pain\u201d by giving up part of the income-tax revenue collected by the state. Instead of getting 10 percent, the municipalities\u00a0would receive 7 percent &#8211; a statewide cut of about $300 million. <\/p>\n<p>\u201cYou need to take a look and say OK, does everybody have skin in the game here?\u201d Vaught said. \u201cIt just doesn\u2019t make sense that the municipalities would get a pass.\u201d<\/p>\n<p>But Daley said the burden belongs on the state, which he said has failed to make the kind of spending cuts made during the recession by municipalities. \u201cYou have to do things to put state government on a diet,\u201d said Daley, the Democratic mayor of the state&#8217;s largest city, whose support Quinn wants in his November election against Republican Bill Brady.<\/p>\n<p>Oak Park Village President David Pope, who was at the gun news conference at Chicago Police Headquarters, said he also recalled Quinn saying he wouldn\u2019t cut income tax revenues distributed to cities and villages.<\/p>\n<p>\u201cThe state needs to take a very serious look at the expense side of its ledger,\u201d Pope said, adding that his village has laid off 15 percent of its workers in the past two years. <\/p>\n<p>\u201cThis is basically a tax shift, and what it will do is force the localities to increase taxes, because we\u2019ve already taken the fat out of the cost of delivering services at the local level,\u201d Pope said.<br \/><\/br><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Posted by Hal Dardick at 1: 04 p.m. Mayor Richard Daley today said Gov.
