Add the cayenne peppers, onion and bell pepper and saut\u00e9 for 2-3 minutes or until the onion is transparent. Add the black pepper, salt and water and reduce the heat to low. Cover and simmer for 10 minutes.<br \/>\n\t<P>Puree in a blender or food processor equipped with a chopping blade for 30 seconds to 1 minute, until no large pieces of pepper remain.
