In some areas that we projected to have double digit declines, prices rose or stayed flat.<\/p>\n<p> At the end of 2008, <a href=\"http:\/\/finance.yahoo.com\/real-estate\/article\/106346\/10-Worst-Real-Estate-Markets-for-2009\">Fortune projected declines for what it described the 10 worst markets for 2009<\/a>.
