Better accustomed to hosting Parisians and (the original) Orleanais on their weekend getaways, the towns received a rude visit from an unexpected guest late last month.<\/p>\n<p>Unfortunately, this one left a lot more than broken furniture and unpaid tabs when it cleared out.<\/p>\n<p>Arriving on February 28, Xynthia, a late winter windstorm, <a rel=\"nofollow\"  href=\"http:\/\/edition.cnn.com\/2010\/WORLD\/europe\/02\/28\/europe.storms\/\">walloped southwestern France<\/a> with rain and fierce gusts of more than 100 miles per hour. Two days of violent weather <a rel=\"nofollow\"  href=\"http:\/\/www.bloomberg.com\/apps\/news?pid=20601203&amp;sid=a7DKIof_RVm8\">left at least 47 dead in France<\/a> and caused <a rel=\"nofollow\"  href=\"http:\/\/www.businessinsurance.com\/article\/20100307\/ISSUE01\/303079973\">an estimated $4 billion in damages<\/a> across western Europe.<\/p>\n<p>This disaster\u00a0highlighted both the global need for enhanced community resilience measures and the\u00a0importance of wetland defenses in areas like France\u2019s Atlantic coastline. The folks at StormSmart Coasts <a rel=\"nofollow\"  href=\"http:\/\/la.stormsmartcoasts.org\/2010\/03\/03\/with-crumbling-seawalls-and-limited-resources-france-struggles-with-storms\/\">noted<\/a> that only 7% of French coastal communities in the path of winter windstorms have risk prevention plans that delineate permitted building zones. In addition, many seaside homes in the C\u00f4te de Lumi\u00e8re\u00a0are built with unreinforced masonry, leaving them vulnerable to severe damage during storms of Xynthia\u2019s strength. Unchecked real estate development in coastal areas (often on drained wetlands) has exacerbated the problem by placing millions of people in the line of fire of storms like Xynthia. Indeed, <a rel=\"nofollow\"  href=\"http:\/\/www.benfieldgroup.com\/SiteCollectionDocuments\/Benfield\/Research%20and%20Publications\/B14.pdf\">Swiss Re has estimated<\/a> that <strong>severe windstorms accounted for 75-80% of all European insured losses<\/strong> between 1970 and 2007, making them by far the most damaging natural disasters in Europe.<\/p>\n<div id=\"attachment_505\" class=\"wp-caption alignright\" style=\"width:310px;\"><a rel=\"nofollow\"  href=\"http:\/\/blogs.edf.org\/restorationandresilience\/files\/2010\/03\/031110-Sea-Wall-in-Ile-de-Re-after-Xynthia.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-505\" title=\"031110 Sea Wall in Ile de Re after Xynthia\" src=\"http:\/\/blogs.edf.org\/restorationandresilience\/files\/2010\/03\/031110-Sea-Wall-in-Ile-de-Re-after-Xynthia-300x165.jpg\" alt=\"\" width=\"300\" height=\"165\"\/><\/a><\/p>\n<p class=\"wp-caption-text\">A section of sea wall destroyed by Xynthia, \u00cele de R\u00e9, Charente-Maritime (Source: Associated Press)<\/p>\n<\/div>\n<p>While France has over 6,200 miles of sea walls, these manmade defenses have proven woefully inadequate due to chronic underinvestment, deferred maintenance (with some sea walls dating back to the 18<sup>th<\/sup> century), and the <strong>continued disappearance of coastal marshlands<\/strong>. One solution to bolster community resilience would be for towns to restore the wetlands that had served as natural defenses against storm surges in the past.<\/p>\n<p>Over\u00a0the past two decades, France has enhanced its legal protection of wetlands, and earlier in February, Chantal Jouanno, France\u2019s Secretary of State for Ecology, <a rel=\"nofollow\"  href=\"http:\/\/www.ramsar.org\/cda\/en\/ramsar-news-archives-2010-france-launches-2nd-wetlands-plan\/main\/ramsar\/1-26-45-437%5E24376_4000_0__\">launched a \u20ac20 million wetlands action plan<\/a> to maintain French marshes. Scientists have estimated that, on average,\u00a0three linear miles of wetlands reduces hurricane-strength storm surges by one foot. The combination of natural buffers with concrete and stone sea walls could have provided <strong>multiple lines of defense<\/strong> for communities along France\u2019s windswept Atlantic Coast.<\/p>\n<p>The crisis facing this region is indicative of the global market for companies that can advise communities seeking resiliency measures against weather disasters.\u00a0This includes fields like home elevation, storm window design,\u00a0and wetland restoration.
