At\u00a0<a  href=\"http:\/\/www.cites.org\/eng\/news\/meetings\/cop15\/dj\/new.shtml\">CoP15<\/a>, or the 15th Meeting of the Parties to the Convention on the International Trade in Endangered Species &#8211; currently going on in Doha, parties are discussing: <a  href=\"http:\/\/www.cites.org\/eng\/cop\/15\/prop\/E-15-Prop-04.pdf\">resuming<\/a> (or not resuming) the trade in ivory and <a  href=\"http:\/\/www.cites.org\/eng\/news\/press\/2010\/20100313_cop15.shtml\">imposing a ban on the commercial fishing of bluefin tuna<\/a>, and a<a  href=\"http:\/\/www.cites.org\/eng\/cop\/15\/prop\/E-15-Prop-03.pdf\"> ban on commercial trade in polar bears (a U.S. proposal)<\/a> as well as other issues. \u00a0CITES is a fascinating regime for regulating \u00a0trade in wildlife and conservation. \u00a0Does it work? That&#8217;s always hard to say. At least with respect to the ivory ban, there is reason to think that the ban backfired. \u00a0But then again, it is hard to imagine Japan <a  href=\"http:\/\/www.google.com\/hostednews\/afp\/article\/ALeqM5hxNKqQ-N-foZPKVgTPcS2K8yyN8g\">battling<\/a> furiously\u00a0against the bluefin tuna ban if it didn&#8217;t think CITES had real teeth. Then again, like its battles over whales, Japan is increasingly on their own here.<\/p>\n<blockquote>\n<p>DOHA \u2014 Japan was accused of scare tactics at world talks on wildlife protection on Monday as it campaigned against a proposal to curb trade in bluefin tuna, the succulent sushi delicacy&#8230;.<\/p>\n<p>&#8220;Japan&#8217;s lobbying is formidable. Three or four people from the Japanese delegation are constantly criss-crossing the Convention, arranging meetings,&#8221; he told AFP.<\/p>\n<p>On Sunday, Japanese delegates met with some African nations, said a negotiator from west Africa.<\/p>\n<p>&#8220;We are used to it.
