The deck chairs, as they say, are being rearranged. How does the ship look now?<span id=\"more-7108\"><\/span><\/p>\n<p>Brad Johnson at <a href=\"http:\/\/wonkroom.thinkprogress.org\/2010\/03\/18\/kerry-graham-lieberman-rumors\/\">The Wonk Room has a rundown<\/a> on how Obama\u2019s proposal looks against the Waxman-Markey measure that passed the house last year and the rumors of the senate bill.<\/p>\n<p>Sen. John Kerry (D-Mass.), Lindsey Graham (R-S.C.) and Joseph Lieberman (I-Conn.) have been trying to line up industry support for the measure.<\/p>\n<p>To that end, they\u2019ve turned to Washington\u2019s Democratic <a href=\"http:\/\/greenenergyreporter.com\/2009\/12\/coming-courtesey-of-uncle-sam-a-carbon-divident-check\/\">Sen. Maria Cantwell\u2019s CLEAR act<\/a>, borrowing from it a cap and dividend plan that puts the government in charge of auctioning emissions then returning the money to consumers.<\/p>\n<p>The senate bill would preempt regional cap and trade agreements and U.S. Environmental Protection Agency provisions.<\/p>\n<p>The plan would have a \u201chard price collar\u201d that limits emissions prices to between $10 and $30 per ton tied to inflation, <a href=\"http:\/\/www.nytimes.com\/gwire\/2010\/03\/17\/17greenwire-senators-share-emission-bills-details-with-ind-76627.html\">according to ClimateWire<\/a>.<\/p>\n<p>The plan functions as more of a carbon tax, which is something that Exxon\u2019s Rex Tillerson <a href=\"http:\/\/greenenergyreporter.com\/2009\/11\/he-said-it-again-exxon-ceo-rex-tillerson-wants-a-carbon-tax\/\">could get behind<\/a>.<\/p>\n<p>The bill would also attack climate change on a sector-by-sector basis and has eight different headings \u2013 refining, America\u2019s farmers, consumer refunds, clean energy innovation, coal, natural gas, nuclear and energy independence.<\/p>\n<p>Kerry, Lieberman and Graham seem to have gambled that the only way to get the process moving is to start the industry giveaways early.
