The headline numbers are familiar (17 percent reductions below 2005 levels in 2020; 80 percent by 2050) but the rest of the bill seems intended to confuse opponents of prior bills by incorporating cap and dividend and a carbon tax. How does the ship look now?<\/span><\/p>\n Brad Johnson at The Wonk Room has a rundown<\/a> on how Obama\u2019s proposal looks against the Waxman-Markey measure that passed the house last year and the rumors of the senate bill.<\/p>\n Sen. John Kerry (D-Mass.), Lindsey Graham (R-S.C.) and Joseph Lieberman (I-Conn.) have been trying to line up industry support for the measure.<\/p>\n To that end, they\u2019ve turned to Washington\u2019s Democratic Sen.
