John Kerry (D-Mass.), Sen. Lindsey Graham (R-S.C.), and Sen. Joe Lieberman (I-Conn.) unveiled an <a href=\"http:\/\/www.nytimes.com\/cwire\/2010\/03\/18\/18climatewire-as-senate-trio-advances-climate-measure-ener-84418.html\">eight-page draft outline for their bill<\/a>. They are attempting to mirror the House&rsquo;s bipartisan vote for the <a href=\"http:\/\/wonkroom.thinkprogress.org\/2009\/06\/26\/waxman-clean-economy\/\">American Clean Energy and Security<\/a> (ACES) Act (H.R. 2454) last summer to achieve President Barack Obama&rsquo;s stated goal of comprehensive clean energy reform to restore the American economy. The overall structure of the Kerry-Graham-Lieberman draft, as reported by E&amp;E News, shows its <a href=\"http:\/\/www.nytimes.com\/gwire\/2010\/03\/17\/17greenwire-senators-share-emission-bills-details-with-ind-76627.html\">emphasis on a sectoral approach<\/a> to fighting climate change:<\/p>\n<p>Overall, the bill will include eight titles: <strong>Refining, America&rsquo;s Farmers, Consumer Refunds, Clean Energy Innovation, Coal, Natural Gas, Nuclear and Energy Independence<\/strong>. And it will set up new nationwide standards for energy efficiency and renewable energy, as well as ideas on carbon market regulation crafted by Sens. Maria Cantwell (D-Wash.) and Susan Collins (R-Maine).<\/p>\n<p>The bipartisan trio has announced they are drawing some ideas from the Carbon Limits and Energy for America&rsquo;s Renewal (CLEAR) Act introduced by Sen. Maria Cantwell (D-Wash.) and Sen. Susan Collins (R-Maine), a framework for climate policy that has gained <a href=\"http:\/\/greenenergyreporter.com\/2009\/12\/petroleum-sectors-lobby-group-likes-most-of-clear\/\">praise from the oil industry<\/a>, AARP, and some <a href=\"http:\/\/supportclearact.com\/what-people-are-saying-about-clear-act\">prominent climate activists<\/a>. The CLEAR Act&rsquo;s cap-and-trade program is designed to resemble a carbon tax by putting strong restrictions on the carbon market, with the bulk of the revenues going into equal consumer rebates (&rdquo;cap-and-dividend&rdquo;). The size of the market is limited not by offsets but by <a href=\"http:\/\/climateprogress.org\/2010\/02\/01\/misguided-cap-and-divide-bill-by-cantwell-and-collins-is-neither-politically-nor-environmentally-viable\/\">very weak caps<\/a> and a low ceiling price.<\/p>\n<p><\/p>\n<p>From the details that have been released by the members of the <a href=\"http:\/\/www.sourcewatch.org\/index.php?title=Alliance_for_Energy_and_Economic_Growth\">Alliance for Energy and Economic Growth<\/a>, the U.S. Chamber of Commerce working group of top polluter lobbyists who met with the legislators yesterday, it appears that the Kerry-Graham-Lieberman draft is consistent with President Obama&rsquo;s principles and similar in its policy aims to the Waxman-Markey ACES Act.<\/p>\n<p><\/p>\n<p>Further information will be required to determine if the legislative package will allow the United States to join an international solution to global warming. The American public wants real action on climate change, not backroom deals that gut laws with 40 years&#8217; worth of success such as the Clean Air Act.
