Revaluing the One-Child Policy"},"content":{"rendered":"<p>Amidst talk of an aging society and a depleting demographic dividend, appeals for a reconsideration of China\u2019s One-Child Policy were voiced during the annual meetings of the National People\u2019s Congress and the Chinese People\u2019s Political Consultative Conference held Mar. 3 to 14.<\/p>\n<p>Zhang Yin, China\u2019s wealthiest woman and member of the Chinese People\u2019s Political Consultative Conference, called for a \u201cgradual release\u201d from the 30 year-old policy, with a three to five year trial period allowing some the right to have a second child before the nation as a whole.<\/p>\n<p>In an interview with <em><a href=\"http:\/\/www.infzm.com\/content\/42723\">Southern Weekend<\/a><\/em> Zhang said she was one among many who voiced concern over China\u2019s low birth rate and the consequences of an aging society.<\/p>\n<div id=\"attachment_129417\" class=\"wp-caption alignright\" style=\"width: href=\"http:\/\/news.xinhuanet.com\/ziliao\/2005-02\/04\/content_2547034.htm\">open letter<\/a> issued by the Communist Party\u2019s central committee in September of 1980, the One-Child Policy was suggested in order to relieve the demographic tensions of runaway birth rates.\u00a0 The letter states that after 30 years of state controlled family planning, \u201cdifferent demographic policies can be adopted.\u201d<\/p>\n<p>As the policy completes its 30 year course, the future of family planning has become a topic for debate. \u00a0Despite a long tradition of large families in China, online opinion concerning a possible \u201cTwo-Child Policy\u201d is mixed.<\/p>\n<p>Blogger <a href=\"http:\/\/blog.sina.com.cn\/s\/blog_4d3e41a60100go75.html\">You Xin<\/a> sees the One-Child Policy as inseparable from China\u2019s long-term growth and conservation of resources.<\/p>\n<blockquote>\n<p>\u8ba1\u5212\u751f\u80b2\u662f\u6211\u56fd\u7684\u57fa\u672c\u56fd\u7b56\uff0c\u4eba\u53e3\u6570\u91cf\u63a7\u5236\u5728\u4eca\u540e\u5f88\u957f\u4e00\u6bb5\u65f6\u95f4\u5185\u8fd8\u662f\u8981\u6709\u529b\u6267\u884c\u7684\u3002\u53ea\u6709\u5c06\u4eba\u53e3\u603b\u91cf\u63a7\u5236\u5728\u4e00\u4e2a\u9002\u5ea6\u8303\u56f4\uff0c\u9762\u4e34\u65e5\u76ca\u532e\u4e4f\u7684\u8d44\u6e90\u77ed\u7f3a\uff0c\u6211\u56fd\u4eba\u5747\u8d44\u6e90\u91cf\u624d\u4e0d\u4f1a\u53ca\u5176\u532e\u4e4f\uff0c\u4eba\u6c11\u751f\u6d3b\u6c34\u5e73\u624d\u4f1a\u6709\u8d28\u7684\u63d0\u9ad8\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">Family planning is a fundamental policy in my country.\u00a0 Population control for a long period of time in the future must be carried out with force.\u00a0 In the face of daily increasing shortages of resources, only population control on a suitable scale will prevent extreme per capita resource shortages.\u00a0 Only then can the people\u2019s quality of living be raised.<\/p>\n<p>You Xin says China\u2019s demographic dividend, the world\u2019s largest group of labor-aged workers largely responsible for powering the country\u2019s manufacturing engine, has not helped develop a white-collared job market suitable for university graduates.<\/p>\n<blockquote>\n<p>\u4e3a\u4ec0\u4e48\u5927\u5b66\u751f\u5c31\u4e1a\u96be\uff1f\u5e76\u4e0d\u8981\u627e\u4e0d\u5230\u5de5\u4f5c\uff0c\u800c\u662f\u627e\u4e0d\u5230\u5408\u9002\u7684\u5de5\u4f5c\u3002\u5927\u5b66\u751f\u4f5c\u4e3a\u77e5\u8bc6\u5206\u5b50\uff0c\u5f53\u7136\u4e0d\u613f\u878d\u5165\u5236\u9020\u4e1a\u5f53\u4e2d\u4e86\u3002\u5bf9\u4e8e\u201d\u4eba\u53e3\u7ea2\u5229\u201c\u65f6\u4ee3\u7684\u62d0\u70b9\uff0c\u52b3\u52a8\u529b\u4e0b\u964d\uff0c\u6211\u4eec\u53ef\u4ee5\u91c7\u53d6\u5176\u4ed6\u63aa\u65bd\uff0c\u800c\u4e0d\u662f\u653e\u5f00\u4e8c\u80ce\u653f\u7b56 \u2026 \u968f\u7740\u4ee5\u540e\u7ecf\u6d4e\u53d1\u5c55\uff0c\u6211\u56fd\u4e5f\u53ef\u4eff\u6548\u53d1\u8fbe\u56fd\u5bb6\uff0c\u5c06\u5236\u9020\u4e1a\u5927\u6279\u8f6c\u5165\u5176\u4ed6\u66f4\u8d2b\u7a77\u7684\u56fd\u5bb6\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">Why can\u2019t university students find a job?\u00a0 It\u2019s certainly not because we can\u2019t find work, but because we can\u2019t find suitable work.\u00a0 Students, as intellectuals, of course aren\u2019t willing to go into manufacturing \u2026 As the economy develops further, [China] can follow the example of developed countries and transfer manufacturing on a large scale to other poorer countries.<\/p>\n<p>Blogger \u2018<a href=\"http:\/\/xx0225.blog.hexun.com\/33992366_d.html\">Grassroots Public Servant<\/a>\u2019 disagrees, saying growth in the manufacturing work force is essential to China\u2019s future and may influence the passing of a \u201cTwo-Child Policy\u201d sooner than later.<\/p>\n<blockquote>\n<p>\u5982\u679c\u4e2d\u56fd\u7ecf\u6d4e\u80fd\u591f\u8f83\u5feb\u590d\u82cf\uff0c\u5219\u6c11\u5de5\u8352\u4f1a\u52a0\u5267\uff0c\u4e14\u8fdc\u6bd4\u524d\u51e0\u5e74\u5389\u5bb3\uff0c\u6709\u53ef\u80fd\u4fc3\u4f7f\u5168\u9762\u653e\u5f00\u4e8c\u80ce\u653f\u7b56\u7684\u63d0\u524d\u51fa\u53f0\u3002\u672a\u6765\u4e2d\u56fd\u7ecf\u6d4e\u53d1\u5c55\u7684\u4e00\u5927\u5236\u7ea6\u56e0\u7d20\uff0c\u5fc5\u7136\u662f\u52b3\u52a8\u529b\uff0c\u7279\u522b\u662f\u4f4e\u7aef\u52b3\u52a8\u529b\u7684\u4f9b\u7ed9\u4e0d\u8db3\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">If China\u2019s economy recovers relatively quickly, dramatically increasing the\u00a0 laborer shortage\u00a0even more than the last few years, this may expedite the passing of the Two-Child Policy nationally.\u00a0 A major limitation to China\u2019s future growth will certainly be labor power, especially shortages in the supply of low-level labor.<\/p>\n<p>Blogger <a href=\"http:\/\/wanyu.blshe.com\/post\/6694\/514715\">Wan Yu<\/a>, who calls herself a basic level family planning officer, says the One-Child Policy was adopted to meet the economic challenges caused by the Cultural Revolution, which ended in 1976 and resulted in widespread unemployment.\u00a0 She says the policy was directed toward one generation of citizens and should be reviewed.<\/p>\n<p>A deterioration of tradition family relationships is one of many problems Wan Yu cites with the continuation of the One-Child Policy.<\/p>\n<blockquote>\n<p>&#8230;\u66fe\u542c\u89c1\u97f3\u50cf\u5e97\u64ad\u653e\u4e00\u79cd\u513f\u6b4c\uff0c\u5185\u5bb9\u662f\u201c\u7238\u7238\u7684\u54e5\u54e5\u662f\u4f2f\u4f2f\uff0c\u5988\u5988\u7684\u59b9\u59b9\u662f\u59e8\u5988\u2026\u2026\u201d\uff0c\u521d\u542c\u9887\u89c9\u532a\u5937\u6240\u601d\uff0c\u7ec6\u60f3\u4e0d\u80dc\u611f\u6168\uff0c\u51e0\u4ee3\u72ec\u751f\u5b50\u5973\u72b6\u6001\u5982\u679c\u5ef6\u7f13\u4e0b\u53bb\uff0c\u8fd9\u4e9b\u5bb6\u5ead\u4f26\u5e38\u5173\u7cfb\u5c06\u6210\u4e3a\u5386\u53f2\u9057\u8ff9\uff0c\u5b69\u5b50\u4eec\u53ea\u6709\u5728\u513f\u6b4c\u91cc\u624d\u80fd\u542c\u660e\u767d\uff0c\u4ed6\u4eec\u7684\u793e\u4f1a\u5173\u7cfb\u4f1a\u4e0e\u73b0\u5728\u51fa\u73b0\u6781\u5927\u5dee\u522b\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">I once heard a music store playing a children\u2019s song that went like this: \u201cMy dad\u2019s brother is my uncle.\u00a0 My mom\u2019s sister is my aunt\u2026\u201d When I first heard it I thought it was unbelievable and couldn\u2019t help but sigh.\u00a0 If generations of single children continue, the traditional family relationships of these families will become a historical artifact.\u00a0 Children will know [these names] from children\u2019s songs only.\u00a0 Their social relationships will be extremely different from ours.<\/p>\n<p>Blogger <a href=\"http:\/\/blog.whnews.cn\/blog.php?do=showone&amp;itemid=77060\">Shui Lian<\/a> disagrees with the idea that a \u201cTwo-Child Policy\u201d will permanently solve China\u2019s demographic problems and argues that higher birth rates will continue the cycle of China\u2019s once-endemic overpopulation problems.<\/p>\n<blockquote>\n<p>&#8230;\u5982\u679c\u653e\u5f00\u4e8c\u80ce\u653f\u7b56\u7684\u6784\u60f3\u6210\u4e3a\u73b0\u5b9e\u7684\u8bdd\uff0c\u4e3a\u4e86\u517b\u8001\u5c31\u53ef\u4ee5\u591a\u751f\u5b50\u5973\uff0c\u90a3\u4e48\uff0c\u5f53\u8fd9\u4e9b\u5b50\u5973\u8001\u53bb\u7684\u65f6\u5019\uff0c\u4ed6\u4eec\u53c8\u8981\u4f9d\u9760\u8c01\u6765\u517b\u8001\u5462\uff1f\u8fd9\u4e0d\u4ec5\u4f1a\u4eba\u4e3a\u589e\u52a0\u793e\u4f1a\u517b\u8001\u7684\u6210\u672c\uff0c\u800c\u4e14\u52bf\u5fc5\u52a0\u5927\u6bcf\u4e00\u4e2a\u5bb6\u5ead\u7684\u517b\u8001\u8d1f\u62c5\uff0c\u662f\u4e00\u79cd\u4e0d\u6298\u4e0d\u6263\u7684\u903b\u8f91\u6096\u8bba\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">If two-child policy thinking becomes a reality, and we can have more children in order to take care of the elderly, then who will they rely on to take care of them when they grow old?\u00a0 This will not only artificially increase the costs of care for the elderly but will increase every household\u2019s burden for caring for them.\u00a0 It is purely a contradiction in logic.<\/p>\n<p>Results from China\u2019s sixth national census point to the possibility of an easing in family planning policy.\u00a0 <em><a href=\"http:\/\/www.infzm.com\/content\/42723\">Southern Weekend<\/a> <\/em>reports that conditions that were once described as \u201cpopulation pressures\u201d are now being called \u201cadvantages in human resources\u201d.\u00a0 What was once called
