Rep. Eric Cantor’s (R-Va.) office passes on a memo titled “No-Mentum,” making the argument that Democrats are a total of 7 votes down. Cutting against the Cantor count, I think, is the news that Rep. Suzanne Kosmas (D-Fla.) will vote yes — that brings the count to six — and Cantor’s assumption that 12 unnamed conservative Democrats are still with Bart Stupak. Several people assumed to be with Stupak, like Rep. Brad Ellsworth (D-Ind.), Rep. Dale Kildee (D-Mich.), and Rep. Jim Oberstar (D-Minn.), are now on board.<\/span><\/p>\n

The memo:<\/p>\n

It has been widely reported that the White House and congressional Democrats are gaining momentum towards passing their government take-over of health care.\u00a0 Democrat Leadership may be selling that story to recalcitrant rank-and-file Democrats, but those Democrats shouldn\u2019t be buying it.<\/p>\n

LET\u2019S BE CLEAR: No Democrat who has switched from a \u201cno\u201d to a \u201cyes\u201d so far has been a SURPRISE.\u00a0 Quite the opposite\u2014those five have been predictable.<\/p>\n

We\u2019re not the Democrat Whip, but these numbers aren\u2019t hard to crunch:<\/p>\n

38 Democrats are needed to defeat a government take-over of health care.<\/p>\n

Of the original 37 Democrat NO votes, 5 have publicly switched their votes to \u201cyes\u201d:
\nJohn Boccieri, Allen Boyd, Bart Gordon, Dennis Kucinich, and Betsy Markey.<\/p>\n

That means there are 32 current Democrat NO votes left.\u00a0 Unless those 32 Democrats want to dispute our characterization of their position, that\u2019s a fact.<\/p>\n

Here\u2019s a few from that group who might want to dispute they\u2019re a no, so we\u2019re watching them with a close eye:<\/p>\n

Brian Baird, Suzanne Kosmas, Michael McMahon, Scott Murphy, John Tanner, and
\nHarry Teague.<\/p>\n

Seemingly, Speaker Nancy Pelosi has a comfortable victory if she only has 32 NO
\nvotes\u2026..but that ignores 2 groups.<\/p>\n

The first group is from a pool of original \u201cyes\u201d votes who are in conservative-leaning
\ndistricts, and know that a government take-over is widely unpopular.\u00a0 It seems clear that Speaker Pelosi could lose any one of these Members\u2014in fact, it appears she\u2019s already lost at least one:<\/p>\n

Michael Arcuri, Marion Berry, Jim Costa, Gabby Giffords, Stephen Lynch, and Zach
\nSpace.<\/p>\n

The second group is very well-known by now for taking a principled stand: The \u201cStupak 12.\u201d Only Mr. Stupak knows exactly who his 12 are and we respect their
\nprivacy.<\/p>\n

So, if we add 12 to 32, we get 44\u2014which leaves Speaker Pelosi 7 votes short.<\/p>\n

Since that doesn\u2019t take into account the additional Members we\u2019ve listed above, we will continue to watch them closely.<\/p>\n<\/blockquote>\n","protected":false},"excerpt":{"rendered":"
