{"id":457544,"date":"2010-03-22T08:01:24","date_gmt":"2010-03-22T12:01:24","guid":{"rendered":"http:\/\/papundits.wordpress.com\/?p=32975"},"modified":"2010-03-22T08:01:24","modified_gmt":"2010-03-22T12:01:24","slug":"life-without-electrical-power-part-three","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/457544","title":{"rendered":"Life Without (Electrical) Power (Part Three)"},"content":{"rendered":"<p><strong>PART THREE OF THREE PARTS<\/strong><\/p>\n<p>If you have not read <a href=\"http:\/\/papundits.wordpress.com\/2010\/03\/20\/life-without-electrical-power-part-one\/\" >Part One<\/a> and <a href=\"http:\/\/papundits.wordpress.com\/2010\/03\/21\/life-without-electrical-power-part-two\/\" >Part Two<\/a>, read them first by taking the links.<\/p>\n<p>In Part One, I mentioned the scare campaign of an impending Global Warming\/Climate Change &#8216;catastrophe&#8217;, and how Carbon Dioxide (CO2) emissions, especially from coal fired power plants are the cause of this, and how Governments, instead of doing everything in their power to &#8217;save us&#8217; from this alleged situation are instead only seeking to pass legislation to make money from those emissions. This threat of &#8216;catastrophe&#8217; suits that money making agenda, and in an effort to accentuate their claim that this vast new tax will in fact save us, they will actively pursue every option to &#8217;shoot down&#8217; anything that might get in the way of that.<\/p>\n<p>In Part Two, I detailed how the finger pointing at China, saying that they need to cut back their emissions, is indeed not the whole story, and that any legislation, which will only have minimal, if any effect at all, will be totally negated by what China does in an effort to Industrialise. That industrialisation process will also bring electrical power to the near one billion people who currently have no access to electrical power at a Residential level.<\/p>\n<p>This Part Three will look at the role the United Nations (UN) has in all this, how they also joined the finger pointing at China, and how they are also trying to generate revenue from this &#8216;catastrophe&#8217;. They do however have a major problem, and that problem is completely of their own making\u00a0\u00a0 &#8230;\u00a0\u00a0 <span id=\"more-32975\"><\/span><\/p>\n<p>In 1992, the UN formed their Framework Convention on Climate Change. (UNFCCC) In 1997 they adopted and passed The Kyoto Protocol. This agreement called for a legally binding decision to lower CO2 emissions to a level of 6% below what those emissions were in 1990, all except the U.S. that is, because they were directed to a target of 7%. Countries then lined up in their droves to sign the Bill, and then give a second and infinitely more important signature to ratify the Bill, thus binding that signing Country to all that the Protocol required. A few Countries did not give that second signature, largest of those being the U.S. and Australia. Australia, with great fanfare, and under a new political administration then gave that second signature in December of 2007, leaving the U.S. as the only hold out. This effectively meant that George W. Bush could be blamed for this, but what needs to be realised is the the Clinton Administration before it was the Administration that did not give that second signature. In fact The U.S. Senate voted 95-0 not to send the Bill to ratify it to Congress, and it was never even presented. That same Administration at that time had as the Vice President one Al Gore, who is now such an advocate for this Climate Change Debate.<\/p>\n<p>So, looking at that Kyoto Protocol, those emissions reductions should not be the only thing we should be looking at in respect of what is happening right now in 2010. The number of Countries who did in fact sign up to Kyoto is 192 Countries.<\/p>\n<p>The UN then categorised those 192 Countries into three different areas.<\/p>\n<blockquote>\n<p><em><strong>Annex I countries<\/strong> &#8211; Industrialized countries and economies in transition. (There are 40 Countries in this list.)<br \/>\n<strong>Annex II countries<\/strong> &#8211; Developed countries which pay for all costs of developing countries. (This is a list of 23 Countries taken from Annex 1 Countries)<br \/>\n<strong>Developing countries<\/strong>. (These are the remaining 152 Countries from the original list of 192 Countries)<\/em><\/p>\n<\/blockquote>\n<p>I want you to take particular notice of the short text immediately following &#8216;Annex II Countries where it says &#8230;.. &#8216;which pay for all costs of developing Countries&#8217;.<\/p>\n<p>The Protocol then says that Developing Countries are not required to reduce their emissions until Developed Countries supply enough funding and technology. Exempting those Countries from emissions reductions means that no restrictions are placed in the way of that Country industrialising, because emissions are strongly linked to industrial capacity. Part and parcel of industrialisation is the need for electrical power, and as a by product of that, electrical power will then become available to the vast populaces of those Countries who currently have no access whatsoever to electricity at a residential level, something all of us who live in the Western World already have, and take for granted now as a staple of life.<\/p>\n<p>Now it becomes patently obvious why all those developing Countries showed so much feeling at Copenhagen. Any new accord that might have been reached would have the perception of being watered down from the Kyoto protocol, passed in a time long before this current Climate Change Debate has been muscled into the forefront of the World&#8217;s view.<\/p>\n<p>The view at Copenhagen most probably centred fully and wholly around that one short statement from Kyoto, that text after Annex II Countries. <strong>That Kyoto protocol was a legally binding document already in existence and signed by everyone<\/strong> which stated that Developing Countries need not reduce their emissions, and that the list of 23 Countries was to pay <strong>ALL<\/strong> their costs, that of everything with respect to those emissions. Any new agreement would most certainly water that down, with respect to the emissions reduction targets set at that time, which we now know will never, ever, be reached.\u00a0 Of most import though was probably the watering down of that funding part of the text. The perception at Copenhagen was &#8230;.. &#8216;why should we agree to anything new, which could mean that we lose what is already a legally binding fact&#8217;.<\/p>\n<p>Fingers of blame were pointed specifically at China, and in Part Two, I explained how erroneous that was, but let&#8217;s look at the case as it was when Kyoto was passed in 1997.<\/p>\n<p>In 1997, China was in fact one of those Developing Countries. At that time, China was producing very little electrical power, in fact less than 30% of what the U.S. was producing at the time, while now, barely 12 years later they are producing almost the equal of what is being produced in the U.S. China is rapidly industrialising and has almost got to the stage where they are in fact driving the World&#8217;s economy. Because of that, they are constructing power plants at a huge rate, and coal fired power plants are foremost among them. One thing that does result from this is that the vast population of China is finally gaining access to power at that residential level, and still, possibly one billion people in China have no access to electrical power. Because those coal fired plants are the largest emitters of CO2, China has just this year become the largest emitter on the Planet of CO2.<\/p>\n<p>This makes it easier to point the finger of blame at China, and say, almost in the vein of a &#8216;tut tut tut&#8217;, that they should be showing some responsibility by reducing those emissions. This is played up for all its worth, without explaining the truth of the matter. It is being done because some Countries are seeking to introduce legislation to impose a new tax on those emissions, and the perception is that, well, if we do this, shouldn&#8217;t China be &#8216;brought to heel&#8217; as well. As China brings itself into the 20th Century (not the 21st that we live in, because we have all had that electrical power for so long now) they are building new plants to facilitate this, and in fact, while the World average for power supplied from coal fired sources is 87%, China&#8217;s is running at only 62%, and the U.S. coal fired level is at 45%.<\/p>\n<p>That short text in the original Kyoto is where the UN was going to get its vast amounts of money to try and implement emissions reduction, and technological advances for those Developing Countries. That source of funding would be levied on those 23 Annex II Countries. It stands to reason that if those Countries then have to supply that immense funding to the UN, then they will need to find a source of money to fulfill their obligation.<\/p>\n<p>Now perhaps we can see why some of those already developed Countries are seeking to introduce legislation to raise that money, hence the introduction of legislation of what amounts to a huge new tax on those emissions, and that money would then be paid to the UN to fulfill that obligation.<\/p>\n<p>Now perhaps you get the inkling of an idea as to why the UN, and those other Countries were pointing the finger of blame at China prior to and during the Copenhagen Conference.<\/p>\n<p>China, as well as all as the bulk of all those other 169 Countries saw any watering down of the requirements of Kyoto as a direct attack on them, because after all, Kyoto was an already legally binding document that they had all signed up to. That is why no agreement was reached at Copenhagen. Those major Countries who did in fact offer to &#8217;sweeten the pot&#8217; with the addition of Billions of Dollars made no difference whatsoever, because Kyoto offered them infinitely more money on virtually every front.<\/p>\n<p>So, the UN dug itself into a hole that now would seem problematic if they can ever get out of.<\/p>\n<p>Those other Countries in the still developing World have the UN effectively over a barrel. They see no reason whatever to back away from something that promises so much, while at the same time delivering so very little.<\/p>\n<p>China is in the position of being categorised as still developing and anything new they sign up to will see that process of industrialisation severely curtailed if they are not allowed to keep constructing coal fired power plants, and as I have been so careful to explain, this is not the whole story.<\/p>\n<p>Almost one billion people have no electricity. If as some Administrations dream, and legislation to introduce a new charge on CO2 emissions is in fact passed and comes into power, it will virtually ensure that coal fired power plants are taxed out of existence, because bean counters everywhere will be telling Authorities everywhere that the new costs far outweigh what will be coming in and it would be cheaper to close the plant down rather than keep it running.<\/p>\n<p>Then as those plants close down, the lights will start winking out all across the developed World, as the levels of power required for 24\/7\/365 are not there anymore. As those lights wink off, so do workplaces, commerce, homes, everything that requires an absolute amount of power.<\/p>\n<p>Then, as I mentioned back in Part One, there will be a catastrophe, only this time not just the ramped up possibility of catastrophe, but an actual catastrophe.<\/p>\n<p>Then we will all see what those billion people in China see, and the same for India and every other Third World Country where there is no power.
