The House floor debate leading up to the passage of <br \/>\nthe bill can be found in the Congressional Record. The authentic, electronic <br \/>\nversions are available on GPO&#8217;s Federal Digital System (FDsys), named by <br \/>\nGovernment Computer News as one of the government&#8217;s best Web sites.  GPO <br \/>\nauthenticated the document by digital signature. This signature assures the <br \/>\npublic that the document has not been changed or altered.
