Senate Democrats will need to win support from at least a handful of Republicans to move the bill through, but they are increasingly convinced they can get the votes.<\/p>\n
The House of Representatives passed a bill in December that tracked closely with a White House proposal, and Mr. Dodd has recently reworked his bill to make it mirror many of the Obama administration\u0092s goals. Differences between the House and Senate bill would have to be worked out before any bill could become law.<\/p>\n
