The benchmark  international agreement is the <a href=\"http:\/\/portal.unesco.org\/en\/ev.php-URL_ID=13039&amp;URL_DO=DO_TOPIC&amp;URL_SECTION=201.html\">1970  UNESCO Convention on on the Means of Prohibiting and Preventing the  Illicit Import, Export and Transfer of Ownership of Cultural Property<\/a>.
