Google Has a Russia Problem, Too"},"content":{"rendered":"<p>Foreign Policy&#8217;s <a multilinks-offsetheight=\"16\" multilinks-offsetwidth=\"129\" multilinks-offsetleft=\"106\" multilinks-offsettop=\"74\" multilinks-visible=\"true\" href=\"http:\/\/neteffect.foreignpolicy.com\/posts\/2010\/03\/26\/is_russia_googles_next_weak_spot\">Evgeny Morozov has a lengthy post<\/a> on today&#8217;s news that Russia may pump $100 million into launching a national search engine and what it might mean for  Google. The<span dir=\"ltr\" id=\":267\"> state says the search engine will<br \/>\nfacilitate safe access to information and filter banned content, but<br \/>\nMorozov reads between the lines and points out that it is more likely a<br \/>\nmove to control the domestic flow of information.<\/span><\/p>\n<p>Today Google is a very distant second in the Russian search market. The largest search engine is Yandex, which controls a crushing 62.8 percent of the market. Google has a 21.9 percent share. Since September, 2007, Yandex&#8217;s market share has never dipped below 55 percent, according to <a href=\"http:\/\/www.liveinternet.ru\/stat\/ru\/searches.html?slice=ru;date=2009-11-30;period=month\">statistics at liveinternet.ru<\/a>. Google&#8217;s share has yet to break 25 percent.<\/p>\n<p>To add insult to injury, Yandex has come out with <a href=\"http:\/\/chrome.yandex.ru\/\">its own browser<\/a> based on <a href=\"http:\/\/www.chromium.org\/Home\">Chromium<\/a>, the Google-sponsored, open-source project on which Google&#8217;s Chrome browser is based, according to <a href=\"http:\/\/eu.techcrunch.com\/2010\/03\/26\/russias-yandex-launches-a-google-chrome-browser-of-its-own\/\">TechCrunch<\/a>. Yandex&#8217;s browser seems indistinguishable from Google&#8217;s and, apparently, it&#8217;s also called <a href=\"http:\/\/translate.google.com\/#ru%7Cen%7C%D0%A5%D1%80%D0%BE%D0%BC\">Chromium<\/a>.<\/p>\n<p>Yandex will also be spared by the possible national search engine, says Igor Ashmanov, a Russian internet pioneer and key consultant to the government on the search engine. &#8220;This won&#8217;t<br \/>\n\thelp to topple Yandex, but it would help overtake Google,&#8221; he said, according to Morozov&#8217;s translation of a Russian-language interview.<\/p>\n<p>Morozov also provides some interesting context on the viability of a Russian search engine:<\/p>\n<blockquote><p>The idea of national search engines is<br \/>\nnot new. Europeans have been toying with similar plans for a few years now but<br \/>\nto no avail &#8212; there was simply not enough political will in Europe to make that<br \/>\nhappen (who now talks about <a multilinks-offsetheight=\"16\" multilinks-offsetwidth=\"42\" multilinks-offsetleft=\"208\" multilinks-offsettop=\"170\" multilinks-visible=\"true\" href=\"http:\/\/en.wikipedia.org\/wiki\/Quaero\" >Quaero<\/a>, a much-discussed<br \/>\nEuropean alternative to Google that never really took off the ground?). Russia,<br \/>\non the other hand, is a different case: the Kremlin wants to build this new<br \/>\nengine for reasons that have nothing to do with national pride or the need to<br \/>\npreserve national heritage.
