{"id":478415,"date":"2010-03-26T14:44:46","date_gmt":"2010-03-26T18:44:46","guid":{"rendered":"http:\/\/www.grist.org\/article\/2010-03-26-the-u.s.-already-has-cap-and-trade-in-the-northeast\/"},"modified":"2010-03-26T14:44:46","modified_gmt":"2010-03-26T18:44:46","slug":"reminder-the-u-s-already-has-cap-and-tradein-the-northeast","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/478415","title":{"rendered":"Reminder: the U.S. already has cap-and-trade&#8212;in the Northeast"},"content":{"rendered":"<p>\t\t\t\tby Jonathan Hiskes <\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\"><strong>Update below<\/strong><\/p>\n<p><\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\">The <a href=\"http:\/\/www.americanprogress.org\/\">Center for American Progress<\/a> offers<br \/>\na reminder that we already have a cap-and-trade system for carbon emissions up<br \/>\nand running in the U.S.&mdash; it&#8217;s called the Regional Greenhouse Gas Initiative, it operates in 10 northeastern states, and it works fairly well, according to CAP&rsquo;s <a href=\"http:\/\/www.americanprogress.org\/issues\/2010\/03\/rggi_roadmap.html\">new<br \/>\nreview<\/a>.<\/p>\n<p><\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\">Bradford Plumer <a href=\"http:\/\/www.tnr.com\/blog\/the-vine\/how-well-does-carbon-pricing-work-ask-the-northeast\">rounded<br \/>\nup<\/a> the details in the CAP post. Now I&rsquo;m copping from his post&mdash;what fun, this internet.<\/p>\n<p><\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\">Four useful takeaways<br \/>\nhere, via Plumer:<\/p>\n<p><strong>The program started modestly&mdash;maybe too modestly: <\/strong>&ldquo;The price of<br \/>\ncarbon is extremely low&mdash;a meager $2 per ton of emissions&mdash;which isn&#8217;t really<br \/>\nhigh enough to persuade utilities to change their behavior.&rdquo;<br \/>\n<strong>Polluters pay the low price&mdash;they don&rsquo;t get giveaways:<\/strong> &ldquo;All of those<br \/>\ncarbon permits are auctioned off by state governments, which has allowed states<br \/>\nto raise about $88 million* for efficiency and renewable-power programs. So as a<br \/>\nfunding stream, it&#8217;s not too shabby.&rdquo;<br \/>\n<strong>It&rsquo;s not creating any Enrons<\/strong>: &ldquo;It hasn&#8217;t been subject to the sorts<br \/>\nof market manipulations or price volatility that people worry about with<br \/>\ncap-and-trade. A <a href=\"http:\/\/www.rggi.org\/docs\/Auction_7_Release_MM_Report_2010_03_12.pdf\">recent<br \/>\naudit <\/a>found that the permit auctions have all gone off smoothly&mdash;no<br \/>\noutsiders are leaping in and creating a carbon bubble.&rdquo;<br \/>\n<strong>More will be revealed!: <\/strong>&ldquo;Pretty soon, the cap will start<br \/>\ntightening, prices will go up, and then we&#8217;ll presumably get a better look at<br \/>\nhow well the program forces power plants to reduce their emissions.&rdquo;<\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\">Also, the <strong>cap-and-trade program is not killing the<br \/>\neconomy or freedom or kittens<\/strong>. This needs harping on. As urban designer <a href=\"http:\/\/feeds.grist.org\/article\/2010-03-05-urban-advantage-steve-price-envisioning-future-urbanism\">Steve<br \/>\nPrice<\/a> will tell you, the best way to convince people to embrace something<br \/>\nnew is to show them what it&rsquo;s like. A<br \/>\ntheoretical phantom cap-and-trade system, in the hands of the right<br \/>\nfear-mongers, can spook a lot of people. A real-life, moderately successful<br \/>\nprogram just isn&rsquo;t very scary. The real life version is less useful for<br \/>\ndrumming up Tea Party rallies. It&rsquo;s more useful for taking modest early steps<br \/>\ntoward reigning in carbon pollution.<\/p>\n<p><\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\"><strong>Related note<\/strong>: <a href=\"http:\/\/www.nytimes.com\/2010\/03\/26\/science\/earth\/26climate.html?ref=earth\">According<br \/>\nto<\/a> today&rsquo;s New York Times<strong>, cap-and-trade is dead<\/strong>. John Broder<br \/>\nwrites the latest pre-mortem about why Congress will never pass an economy-wide<br \/>\ncap-and-trade program.<\/p>\n<p><\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\">If you&rsquo;re going to read<br \/>\nit, keep in mind all the &ldquo;healthcare reform is dead&rdquo; stories and predictions that surfaced over the past year&mdash;Huffington<br \/>\nPost has <a href=\"http:\/\/www.huffingtonpost.com\/2010\/03\/22\/flashback-who-wrongly-pre_n_508231.html\">a<br \/>\nroundup.<\/a><\/p>\n<p><\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\">Or just skip it and<br \/>\nlisten to what Rep. Tom Periello <a href=\"http:\/\/feeds.grist.org\/article\/2010-02-25-tom-perriello-every-week-senate-doesnt-act-were-giving-up-jobs\">has<br \/>\nto say<\/a> instead: &ldquo;I&#8217;m sick of starting with what can we get through the<br \/>\nSenate; let&#8217;s start with what solves the damn problem. Until the Senate gets<br \/>\nits head out of its rear-end and starts to see the crisis we&#8217;re in, our country<br \/>\nis literally at risk. Our economy is at risk, because these jobs are being<br \/>\ncreated overseas.&rdquo;<\/p>\n<p><\/p>\n<p class=\"MsoNormalCxSpMiddle\" style=\"line-height: normal;\">* A reader notes that $88 million was from only the most recent auction.
