{"id":481543,"date":"2010-03-28T08:47:07","date_gmt":"2010-03-28T12:47:07","guid":{"rendered":"http:\/\/climateprogress.org\/?p=21823"},"modified":"2010-03-28T08:47:07","modified_gmt":"2010-03-28T12:47:07","slug":"rail-transport-picks-up-speed","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/481543","title":{"rendered":"Rail transport picks up speed"},"content":{"rendered":"<blockquote>\n<p><a href=\"http:\/\/www.fra.dot.gov\/Downloads\/RRdev\/hsrmap.pdf\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5672\" title=\"rail-plan\" src=\"http:\/\/climateprogress.org\/wp-content\/uploads\/2009\/04\/rail-plan.gif\" alt=\"\" width=\"450\" height=\"341\" \/><\/a><\/p>\n<\/blockquote>\n<p>Last year, Obama laid out a sweeping vision for high-speed rail\u00a0 jump started by $8 billion in the stimulus bill (see <a title=\"Permanent Link to \u201cMake no little plans\u201d:  Obama  lays out ambitious high-speed rail plan\" rel=\"bookmark\" href=\"http:\/\/climateprogress.org\/2009\/04\/16\/make-no-little-plans-obama-high-speed-rail-plan-oil-green-jobs-lahood\/\">\u201cMake no little plans\u201d<\/a>).\u00a0 These rail corridors will decrease our dependence on foreign oil and\u00a0 reduce greenhouse gas emissions, as explained in this CAP <a href=\"http:\/\/www.americanprogress.org\/issues\/ebg\/\">repost<\/a>.<\/p>\n<p><span id=\"more-21823\"><\/span>The United States uses <a href=\"http:\/\/www.ushsr.com\/benefits\/energysecurity.html\">25 percent<\/a> of the entire world\u2019s oil supply despite having only 5 percent of the world\u2019s population, and sprawling communities force people to drive even short distances. We need alternate modes of transportation to kick this oil dependence, and one alternative is high-speed rail, which offers tantalizing environmental and economic benefits. President Barack Obama, Vice President Joseph Biden, and Transportation Secretary Ray LaHood <a href=\"http:\/\/www.fra.dot.gov\/Downloads\/RRdev\/hsrpressrelease.pdf\">announced<\/a> a strategic plan for high-speed rail last year that includes $8 billion in the American Recovery and Reinvestment Act and $1 billion a year for five years in the federal budget. Their goal is to jumpstart a potential world-class rail system in the United States.<\/p>\n<p>These economic incentives for a mass U.S. network of high-speed rail trains, or HSR, along existing transportation corridors could create much-needed jobs, decrease our dependence on foreign oil and fossil fuels, and significantly reduce greenhouse gas emissions.<\/p>\n<p>The national implementation of HSR would create jobs in the planning, design, and construction of track and station infrastructure as well as the management, design, and manufacturing of high-speed trains. A study by the California High-Speed Rail Authority found that building their proposed HSR system\u2014which would run from Los Angeles to San Francisco and voters OK\u2019d in 2008\u2014will create <a href=\"http:\/\/www.csmonitor.com\/Commentary\/Opinion\/2010\/0201\/US-high-speed-rail-to-the-rescue\/%28page%29\/2\">150,000 construction jobs and 450,000 permanent jobs<\/a>.<\/p>\n<p>Critics worry that HSR will encourage sprawl and have a significant <a href=\"http:\/\/www.hsrlandimpacts.org\/\">impact<\/a> on parks and wildlife refuges. Yet there have been <a href=\"http:\/\/www.thetransportpolitic.com\/2010\/03\/18\/the-sprawling-effects-of-high-speed-rail\/\">no links established<\/a> between existing HSR stations in France and Spain, for example, and an epidemic of suburban growth. In fact, sprawl could be a thing of the past if we take <a href=\"http:\/\/caivn.org\/article\/2010\/03\/23\/while-high-speed-rail-languishes-us-it-booms-china-and-beyond\">preventative measures<\/a> to encourage urban density, enact antisprawl regulations, and make it convenient to travel to outlying HSR stations with plenty of garage parking.<\/p>\n<p>HSR systems would take advantage of existing transportation corridors to minimize intrusion onto protected nature reserves, decrease air pollution generated by internal combustion engines in cars, and reduce greenhouse gas emissions. The <a href=\"http:\/\/www.cahighspeedrail.ca.gov\/faqs\/environment.htm\">California HSR<\/a>, for example, will remove 12 billion pounds of carbon dioxide per year by 2030 because it uses electricity generated from wind, solar, and other renewable resources. In addition, California\u2019s HSR will save 12.7 million barrels of oil by 2030.<\/p>\n<p>Further, the Center for Clean Air Policy and the Center for Neighborhood Technology concluded in 2006 that a national HSR system could reduce the number of annual car trips by 29 million and annual plane flights by 500,000, saving 6 billion pounds of carbon dioxide emissions equal to <a href=\"http:\/\/www.ushsr.com\/\">removing 1 million cars from the road each year<\/a>.<\/p>\n<p>If the United States is going to have a world-class rail system, however, it needs to focus on the \u201cspeed\u201d part of HSR. President Obama said on January 27, 2010, \u201cthere\u2019s no reason why Europe or China should have the fastest trains.\u201d Yet <a href=\"http:\/\/www.ushsr.com\/hsrnetwork.html\">plans<\/a> for a network in the United States indicate that U.S. HSR trains will be slower than their European or Asian counterparts. European HSR trains operate in excess of speeds of 180 mph, but the U.S. HSR train speeds vary from express routes that serve major population centers traveling at least at 150 mph to regional routes at 110-150 mph to developing corridors topping out at 90-110 mph on tracks shared with regular rails.<\/p>\n<p>In October 2009, Amtrak <a href=\"http:\/\/www.thetransportpolitic.com\/2009\/10\/26\/amtrak-contemplates-a-renewed-northeast-corridor-and-lays-out-the-stakes\/\">laid out a $10 billion plan<\/a> that only reduces the 457-mile travel time between Washington and Boston from six and a half hours to five and a half hours, while China\u2019s 601 mile line between Wuhan and Guangzhou takes only <a href=\"http:\/\/www.thetransportpolitic.com\/2009\/12\/17\/new-wuhan-guangzhou-rail-route-shatters-average-speed-records\/\">three hours<\/a>.<\/p>\n<p>Central Japan Railway, France\u2019s SNCF, and China South Locomotive &amp; Rolling Stock are all <a href=\"http:\/\/www.nytimes.com\/2010\/03\/20\/business\/global\/20trains.html\">competing<\/a> for President Obama\u2019s $8 billion grant for HSR corridors across the United States. The potential of foreign development forced Amtrak to internally reorganize and make HSR development and implementation their top priority. The publicly owned company <a href=\"http:\/\/www.amtrak.com\/servlet\/BlobServer?blobcol=urldata&amp;blobtable=MungoBlobs&amp;blobkey=id&amp;blobwhere=1249207286699&amp;blobheader=application%2Fpdf&amp;blobheadername1=Content-disposition&amp;blobheadervalue1=attachment;filename=Amtrak_ATK-10-030_Amtrak_Reorg_to_Advance_HSR_in_America.pdf\">announced<\/a> that it will perform feasibility studies about boosting the Northeast Corridor service to 220 mph. Though Amtrak is notorious for slow trains and hemorrhaging money, grant funding\u2014rather than bonds\u2014for future HSR lines will not require the company to <a href=\"http:\/\/www.thetransportpolitic.com\/2010\/03\/23\/amtrak-planning-major-push-to-operate-true-high-speed-lines\/\">cover backpayment on construction loans<\/a>, paving the way for profit.<\/p>\n<p><a href=\"http:\/\/www.heritage.org\/Research\/Reports\/2010\/03\/America-s-Coming-High-Speed-Rail-Financial-Disaster\">Some<\/a> may lament that HSR lines in the United States are not the best use of tax dollars during an economic crisis.
