The administration has already earmarked $130 billion for military operations next year, but officials have said they do not want that funding tagged &#8220;emergency.&#8221;<\/p>\n<p>&#8220;The honest budgeting and appropriations process that the president has talked about falls somewhat victim to the fact that this is the way that wars have been funded previously,&#8221; Gibbs said. &#8220;So we can&#8217;t wait until the appropriations process is done in &#8230; August or September to fund operations in Iraq and Afghanistan in June.&#8221;<\/p>\n<\/div>\n<\/blockquote>\n<p>And suddenly a lot of  the members of Congress who had opposed war supplementals in the past and promised not to vote for another one, decided \u201cjust this one last time\u201d to go along.<\/p>\n<p>Well guess what, even though \u201cthe \u2026 Congress has approved [$128.3 billion] for war-related expenses in fiscal 2010,\u201d there\u2019s a <a href=\"http:\/\/www.govexec.com\/story_page.cfm?articleid=44891&amp;oref=todaysnews\">new war supplemental<\/a> being prepared. This time it\u2019s for $33 billion and while originally proposed for passage around Memorial Day, Sec Def Gates is now pushing to move up approval of the latest blank check.<\/p>\n<p>At the same time \u201ccongressional defense committees will continue to be enmeshed in hearings on the <a href=\"http:\/\/www.justforeignpolicy.org\/node\/499\">Pentagon\u2019s request for a $548.9 billion base budget and $159.3 billion in war funding for FY \u201911<\/a>, which begins Oct. 1.\u201d<\/p>\n<p>The drumbeat for the added funds moved into high gear with the <a href=\"http:\/\/www.nytimes.com\/2010\/03\/29\/world\/asia\/29prexy.html?=\">president\u2019s surprise visit<\/a> to Kabul this morning.  Expect a lot more \u2013 from reports of \u201csuccess\u201d from the hyped up battle for <a href=\"http:\/\/original.antiwar.com\/porter\/2010\/03\/08\/fiction-of-marjah-as-city\/\">Marjah<\/a> to an upcoming big fight for Kandahar.
