This time, the say, to help reduce the city\u0092s dependence on dirty coal and to support a \u0091cleaner and greener\u0092 LA.<\/p>\n<p>Among the problems with that request: lack of transparency, unknown costs, no detailed plan on how a less-than-credible DWP is going get the job done.<\/p>\n<p>The rate hike stalled in the Council\u0092s Energy Committee on Thursday. On Friday Councilmembers Alarcon and Hahn offered a <a href=\"http:\/\/www.lm-eblast.com\/email-manager\/link.php?M=145113&amp;N=322&amp;L=834&amp;F=H\" ><font color=\"#000080\">compromise plan<\/font><\/a>.
