Lindsey Graham (R-S.C.) is leading the bipartisan effort with<br \/>\nSen. John Kerry (D-Mass.) to craft comprehensive climate legislation that<br \/>\ncan overcome a Senate filibuster. &#8220;<a href=\"http:\/\/wonkroom.thinkprogress.org\/2009\/11\/04\/graham-green-economy\/\">The green economy is coming<\/a>,&#8221;<br \/>\nGraham said when he announced the partnership with Kerry and Sen. Joe<br \/>\nLieberman (I-Conn.) last November, explaining that he was &#8220;convinced with<br \/>\nmy colleagues that controlling carbon pollution is good business.&#8221;<br \/>\nHowever, Graham is also co-sponsoring the effort by Sen. Lisa Murkowski<br \/>\n(R-Ark.) to <a href=\"http:\/\/wonkroom.thinkprogress.org\/2010\/01\/22\/murkowski-dirty-air-act\/\">reverse the scientific finding<\/a> by the Environmental Protection Agency that global warming pollution<br \/>\nendangers public health and welfare. Speaking to business and<br \/>\nenvironmental leaders Monday in Columbia, S.C., Graham declared that he<br \/>\nwants &#8220;to <a href=\"http:\/\/www.greenvilleonline.com\/article\/20100330\/BUSINESS\/303300011\/1011\/NEWS03\/Graham-vows-legislation-on-carbon-emissions\">stop the EPA<\/a> from regulating carbon,&#8221; which would be &#8220;a disaster for every state:&#8221;<\/p>\n<p>This administration is not going to back off. They are going to regulate carbon. <strong>If Congress doesn&#8217;t get involved, it&#8217;s going to be a disaster for this state and it&#8217;s going to be a disaster for every state<\/strong>.<\/p>\n<p>He continued:<\/p>\n<p>The Supreme Court has allowed the regulation of carbon through the Clean Air Act. The question is, <strong>is<br \/>\nCongress going to be smart enough to stop it? I want to stop the EPA<br \/>\nfrom regulating carbon and allow elected officials to come up with a<br \/>\nstatutory scheme<\/strong> that not only cleans up the air, it creates<br \/>\njobs instead of losing jobs and gets this country on the path to energy<br \/>\nindependence.<\/p>\n<p>Graham&#8217;s assertion that Clean Air Act regulation of global warming<br \/>\npollution would be a disaster is baseless. The Clean Air Act has been<br \/>\nsuch a successful piece of legislation that the coal industry front<br \/>\ngroup <a href=\"http:\/\/www.americaspower.org\/The-Facts\/Producing-Cleaner-Energy\">American Coalition for Clean Coal Electricity<\/a> and the oil-funded think tank <a href=\"http:\/\/feeds.grist.org\/article\/american-enterpise-institute-accidentally-makes-the-case-for-climate-legisl\">American Enterprise Institute<\/a> tout its track record of cleaning up our air while keeping our economy<br \/>\nstrong. The myth that environmental protection and economic growth are<br \/>\nincompatible has been <a href=\"http:\/\/wonkroom.thinkprogress.org\/2009\/03\/19\/gallup-economy-environment\/\">repeatedly debunked<\/a>, in theory and practice. A healthy economy thrives on a strong framework of rules.<\/p>\n<p><\/p>\n<p>The Clean Air Act global warming rules for mobile sources&#8212;the<br \/>\njoint EPA-Department of Transportation greenhouse gas tailpipe<br \/>\nstandards&#8212;have been <a href=\"http:\/\/wonkroom.thinkprogress.org\/2010\/03\/24\/mccurdy-epa-regulation\/\">embraced by environmentalists and the auto industry alike<\/a>,<br \/>\nafter years of litigation and astroturf campaigns claiming that such<br \/>\nregulation would destroy Detroit. It was the decay of regulation that<br \/>\nbrought the American auto industry to its knees: the lack of competitive<br \/>\nstandards for domestic carmakers and the lack of financial regulation<br \/>\nthat allowed Wall Street to blow up the American economy.<\/p>\n<p><\/p>\n<p>EPA Administrator Lisa Jackson has acceded to the unfounded attacks on the Clean Air Act by <a href=\"http:\/\/wonkroom.thinkprogress.org\/2010\/02\/22\/jackson-ghg-weaken-delay\/\">delaying and weakening rules<\/a> for stationary greenhouse sources that were first proposed by the EPA<br \/>\nunder the Bush administration, even as politicians promote a fear<br \/>\ncampaign that &#8220;churches, schools, restaurants, and even large homes<br \/>\ncould fall under new federal regulations aimed at curbing greenhouse<br \/>\ngases.&#8221;<\/p>\n<p><\/p>\n<p>The traditional tools of the Clean Air Act must be complemented by a<br \/>\ncomprehensive redirection of national energy policy if we are to<br \/>\nconfront the increasing disaster of climate change.
