It\u0092s a question Congress is contemplating now as it rewrites the rules of finance in light of the wrenching financial crisis.<\/p>\n<p>Writing in the <a href=\"http:\/\/www.aeaweb.org\/articles.php?doi=10.1257\/jel.48.1.123\">March 2010 issue<\/a> of the <strong>American Economic Association<\/strong>\u0092s Journal of Economic Literature, <strong>Alan Blinder<\/strong> &#8212; a Princeton economist who was for a time vice chairman of the Federal Reserve Board &#8212; says the Fed should \u0093monitor and regulate systemic risk because preserving financial stability is (a) closely aligned with the standard objectives of monetary policy and (b) likely to require lender of last resort powers,\u0094 which the Fed holds uniquely. Siding with Fed Chairman <strong>Ben Bernanke<\/strong>, Blinder says the Fed should supervise large financial institutions because they are so integral to systemic risk.<\/p>\n<p>So what should the Fed surrender? \u0093We can take away the Fed\u0092s responsibilities for consumer protection, for supervising small banks and for enforcing the CRA [the <strong>Community Reinvestment Act<\/strong>],\u0094 he says.
