{"id":505520,"date":"2010-04-02T14:17:29","date_gmt":"2010-04-02T18:17:29","guid":{"rendered":"http:\/\/climateprogress.org\/?p=22421"},"modified":"2010-04-02T14:17:29","modified_gmt":"2010-04-02T18:17:29","slug":"does-the-jobs-recovery-boost-chances-for-the-bipartisan-climate-and-clean-energy-jobs-bill","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/505520","title":{"rendered":"Does the jobs recovery boost chances for the bipartisan climate and clean energy jobs bill?"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-89919 alignleft\" title=\"america\" src=\"http:\/\/thinkprogress.org\/wp-content\/uploads\/2010\/04\/america.jpg\" alt=\"america\" width=\"500\" height=\"354\" \/><br \/>\n<strong><\/strong><\/p>\n<blockquote>\n<p><strong>Employers in the U.S. created more jobs in March than at any time in the past three years, showing the recovery from the worst recession since the 1930s is broadening and becoming more entrenched.<br \/>\n<\/strong><\/p>\n<\/blockquote>\n<p>That&#8217;s Bloomberg <a href=\"http:\/\/www.bloomberg.com\/apps\/news?pid=20670001&amp;sid=aqAQE1llfl78\">reporting<\/a> on new data from the Labor Department, which showed that &#8220;payrolls rose by 162,000 workers, the third gain in the past five  months.&#8221;<\/p>\n<p>Since bad economic news would certainly be bad for a climate bill, this must be seen as good news. \u00a0 I have repeatedly written about studies\u00a0<a title=\"Permanent Link to New analysis shows how clean  energy legislation will create 1.7 million jobs and opportunities for  low-income families, including lower energy bills\" rel=\"bookmark\" href=\"http:\/\/climateprogress.org\/2009\/06\/18\/clean-energy-jobs-report\/\">showing  how clean energy legislation will create 1.7 million jobs and  opportunities for low-income families, including lower energy bills<\/a>. \u00a0And\u00a0Nobel prize-winning <em>NYT<\/em> columnist Paul Krugman has explained why <a title=\"Permanent Link to Nobelist Krugman attacks \u201cjunk economics\u201d:   Climate action \u201cnow might actually help the economy recover from its  current slump\u201d by giving \u201cbusinesses a reason to invest in new equipment  and facilities\u201d\" rel=\"bookmark\" href=\"http:\/\/climateprogress.org\/2009\/06\/03\/2009\/05\/18\/2009\/05\/01\/paul-krugman-climate-economics-c\/\">climate  action \u201cnow might actually help the economy recover from its current  slump\u201d by giving \u201cbusinesses a reason to invest in new equipment and  facilities.\u201d<\/a><\/p>\n<p>But the conventional wisdom, or rather, the conventional ignorance, is that a climate bill will hurt jobs and the economy &#8212; even though that isn&#8217;t what the public believes, as many recent polls make clear:<\/p>\n<p><span id=\"more-22421\"><\/span><\/p>\n<blockquote>\n<p><a href=\"http:\/\/climateprogress.org\/wp-content\/uploads\/2010\/01\/poll-2010.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-17687\" title=\"poll 2010\" src=\"http:\/\/climateprogress.org\/wp-content\/uploads\/2010\/01\/poll-2010.gif\" alt=\"poll 2010\" width=\"369\" height=\"127\" \/><\/a><\/p>\n<\/blockquote>\n<p id=\"post-21055\">That comes from a\u00a0Allstate\/National  Journal\/Heartland Monitor poll in January, when the economic and jobs picture wasn&#8217;t as good as it is today (see &#8220;<a href=\"http:\/\/climateprogress.org\/2010\/01\/20\/independents-clean-energy-independence-climate-bill-polls\/\">It\u2019s  all about Independents \u2014 and Independence<\/a>:<a href=\"http:\/\/climateprogress.org\/2010\/01\/20\/independents-clean-energy-independence-climate-bill-polls\/\"><\/a> Unlike health care reform, the clean air, clean energy jobs bill  that cuts oil use and pollution is a bipartisan political winner in  every poll&#8221;).<\/p>\n<p>Consider a poll on the climate bill that I wrote about in September of likely voters in 16 key states \u2014 <strong>AK, AR, IN, ME, MI, MO, MT, NC, NV, ND, NH, OH,  PA, SD, VA, WV<\/strong> (see\u00a0<a title=\"Permanent Link to Swing state poll finds 60% \u201cwould be more  likely to vote for their senator if he or she supported the bill\u201d and  Independents support the bill 2-to-1\" rel=\"bookmark\" href=\"http:\/\/climateprogress.org\/2009\/09\/02\/swing-state-poll-clean-energy-climate-bill-aces-independents\/\">Swing  state poll finds 60% \u201cwould be more likely to vote for their senator if  he or she supported the bill\u201d and Independents support the bill 2-to-1<\/a>):<\/p>\n<ul>\n<li><strong>On job creation:\u00a0 50% say the number of jobs will increase, 26% say it  will decrease and 26% say it won\u2019t change.<\/strong><\/li>\n<\/ul>\n<p>A December AP-Stanford poll\u00a0focusing primarily on global  warming again found the public gets that the climate bill would create  jobs and help the economy\u00a0and\/or at least not lose jobs or hurt it (see &#8220;<a href=\"http:\/\/climateprogress.org\/2009\/12\/15\/overwhelming-us-public-support-for-global-warming-action\/\">Overwhelming   US Public Support for Global Warming Action<\/a>&#8220;):<\/p>\n<blockquote>\n<p><strong>Do You Think That The U.S. Doing Things To Reduce  Global Warming In The Future Would Cause There To Be More\/Fewer Jobs  For People Around The Country?<\/strong><\/p>\n<p>More jobs\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a040%<\/p>\n<p>Fewer jobs\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a023<\/p>\n<p>Would not affect jobs\u00a0\u00a0\u00a0\u00a0 33<\/p>\n<p><strong>Do You Think That The U.S. Doing Things To Reduce Global  Warming In The Future Would Hurt\/Help The U.S. Economy?<\/strong><\/p>\n<p>Help U.S. economy\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a046%<\/p>\n<p>Hurt U.S. economy\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a027<\/p>\n<p>Would not affect economy\u00a0 24<\/p>\n<\/blockquote>\n<p>Certainly Republicans understand that the good job news is bad news for their agenda of opposing all of Obama&#8217;s new legislative efforts and attacking all of his previous ones, including the stimulus, as failures.\u00a0 Indeed, as Think Progress <a href=\"http:\/\/thinkprogress.org\/2010\/04\/02\/rnc-job-growth-census\/\">reported<\/a>, the Republican National committee immediately responded to the Labor report by releasing a falsehood-filled briefing that claims  that the job growth occured \u201c<a href=\"http:\/\/www.gop.com\/index.php\/briefing\/comments\/unacceptable\">mostly<\/a>\u201d  due to hiring Census workers:<\/p>\n<blockquote>\n<p><strong>But March Job Growth Is \u201cDisappointment\u201d Because  Job Gains Mostly From Census.<\/strong> \u201cCalculatedRisk reports that even  if Friday\u2019s employment report shows a gain of 200,000 jobs in March, as  expected, it might be viewed as a disappointment: \u2018The March report  will be distorted by two factors: 1) any bounce back from the snow  storms, and 2) the decennial Census hiring that picked up sharply in  March. \u2026 Also the Census will add something like 100,000 workers to the  March report \u2026\u201d (U.S. Bureau of Labor Statistics, www.bls.gov, Accessed  4\/2\/10; Ben White and Eamon Javers, Politico\u2019s \u201cMorning Money,\u201d 3\/30\/10)<\/p>\n<\/blockquote>\n<p>In fact, TP notes, &#8220;the RNC\u2019s claim bears little relation to reality. Of the <a href=\"http:\/\/mediamattersaction.org\/factcheck\/201004020001\">162,000<\/a> jobs added to the economy last month, <a href=\"http:\/\/www.speaker.gov\/blog\/?p=2221\">123,000<\/a> were in the  private sector.&#8221; Joel Naroff, the president of Naroff Economic Advisors,  wrote in a client note that \u201cthe federal government didn\u2019t hire  nearly as many Census workers as thought.
