But the proposed Energy Cost Adjustment Factor (ECAF) increase and the Mayor\u0092s additional Carbon Surcharge for renewable energy is terrible for the economy, for jobs, and for families struggling to make ends meet. Times got it right. Oversight and transparency over the DWP are crucial and the rate increase and ECAF proposal are a bad plan.
