In most competitive industries, companies spend perhaps 8<br \/>\nto 10 percent of total revenues on R&amp;D. Utilities, which don&#8217;t have to<br \/>\ncompete with each other, spend a dismal 0.15 percent, writes Friedman.<\/p>\n<p><\/p>\n<p>So I think any sensible<br \/>\nexperiments by utilities are worth applauding, including this one from the public<br \/>\nutility <a href=\"http:\/\/www.ci.seattle.wa.us\/light\/\">Seattle City Light<\/a>:<br \/>\nThe utility <a href=\"http:\/\/powerlines.seattle.gov\/2010\/03\/31\/historical-company-towns-get-energy-efficiency-upgrade\/\">plans<\/a> to use two historic company towns in the North Cascades in Washington state as a testing ground for<br \/>\na handful of home energy-efficiency technologies.<\/p>\n<p><\/p>\n<p>Newhalem and Diablo, <a href=\"http:\/\/www.nwcn.com\/news\/washington\/Seattle-City-Light-make-Skagit-dam-towns-more-energy-efficient-89700077.html\">near<br \/>\nthe Canadian border<\/a> and the edge of <a href=\"http:\/\/www.nps.gov\/noca\/index.htm\">North Cascades National Park<\/a>, will<br \/>\nget high-efficiency heat pumps, lighting fixtures, water heaters, and<br \/>\ninsulation. The utility intends to measure how effective such technologies are<br \/>\nwhen residents use them. It&#8217;s going to renovate 34 homes and up to 24<br \/>\ncommercial buildings over the next several years, spending $700,000 on the<br \/>\nfirst phase. The utility built the<br \/>\ntowns in the 1920s to house workers for its <a href=\"http:\/\/en.wikipedia.org\/wiki\/Skagit_River_Hydroelectric_Project\">series<br \/>\nof dams<\/a> on the Skagit River.<\/p>\n<p><\/p>\n<p>The improvements are<br \/>\nexpected to save a good bit of electricity (2.5 million kilowatt-hours per<br \/>\nyear), but the point is to learn how to scale up the best technologies to more<br \/>\nconsumers.
