The cash will be used to help improve energy insulation on public buildings, he said. <\/p>\n<p>&#8220;This year we will sell, according to our preliminary estimates, carbon dioxide quotas worth 150 million euros,&#8221; the minister added. Carbon dioxide is regarded as the principle greenhouse gas responsible for global warming. <\/p>\n<p>The Kyoto Protocol sets binding targets for 37 industrialized countries and the European community for reducing greenhouse gas emissions.
