Maria Cantwell (D-Wash.) in December <a id=\"wuur\" title=\"introduced the Carbon Limits and Energy for American  Renewal (CLEAR) Act\" href=\"http:\/\/collins.senate.gov\/public\/continue.cfm?FuseAction=PressRoom.PressReleases&amp;ContentRecord_id=7f22c3c6-802a-23ad-4b2b-8f9bf16148e2&amp;Region_id=&amp;Issue_id=&amp;CFID=43743451&amp;CFTOKEN=83034015\">introduced the Carbon Limits and Energy for  American Renewal (CLEAR) Act<\/a>, which aims to reduce greenhouse gas  emissions by forcing companies to bid on carbon permits and directing  that revenue back to consumers.
