No mention, however, of how to pay for it all. This might not be a problem if the conservatives weren&#8217;t making <a href=\"http:\/\/www.conservatives.com\/Video\/Conservatives_TV.aspx?id=cca5194d-1617-4e27-bbee-fdb10e950c5d\">budget issues<\/a> a key part of their campaign. Shadow Chancellor George Osborne <a href=\"http:\/\/www.conservatives.com\/News\/News_stories\/2010\/02\/Osborne_outlines_eight_benchmarks_for_economic_growth.aspx\">called<\/a> the prime minister a man who &#8220;will say anything and spend anything to cling on to power&#8221;. That dovetails remarkably well with the laundry-list-of-programmes approach in the manifesto.<\/p>\n<p>Of course, people like programmes, and they dislike measures to address the deficit.
