Tom Coburn (Okla.) &#8212; who were urging the Democrats to offset the <a href=\"http:\/\/www.cbo.gov\/ftpdocs\/113xx\/doc11352\/hr4851.pdf\" >$9.2 billion<\/a> cost with unspent funds from last year&#8217;s economic stimulus bill.<\/p>\n<p>The legislation &#8212; which the House had passed unanimously last month &#8212; extends COBRA benefits and the filing deadline for unemployment benefits through May 5.
