{"id":525593,"date":"2010-04-12T17:15:29","date_gmt":"2010-04-12T21:15:29","guid":{"rendered":"tag:blogs.rj.org,2010:\/rac\/\/2.2660"},"modified":"2010-04-12T17:16:05","modified_gmt":"2010-04-12T21:16:05","slug":"the-start-of-something-new","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/525593","title":{"rendered":"The START of Something New"},"content":{"rendered":"<p>        Last week, U.S. President Barack Obama and Russian President Dmitry Medvedev signed a new <a href=\"http:\/\/action.rac.org\/p\/dia\/action\/public\/?action_KEY=2636\">Strategic Arms Reduction Treaty (START)<\/a>. Upon announcing the agreement, <a href=\"http:\/\/rac.org\/Articles\/index.cfm?id=4019&amp;pge_prg_id=11071&amp;pge_id=2541\">Rabbi Saperstein welcomed<\/a> this major step forward in advancing U.S. security and ridding the world of the threat of nuclear weapons. <\/p>\n<p>The treaty decreases both sides&#8217; deployed strategic nuclear warheads to 1,550, which represents a 30% reduction, <a href=\"http:\/\/www.armscontrol.org\/factsheets\/USRussiaNuclearAgreementsMarch2010\">among other important developments<\/a>.<\/p>\n<p>The U.S. and Russia signed the START treaty in the Czech Republic on the one year anniversary of a <a href=\"http:\/\/www.whitehouse.gov\/the-press-office\/remarks-president-barack-obama-prague-delivered\">speech President Obama delivered in Prague<\/a> on the subject of nuclear non-proliferation. This address included commitments to reduce the threat of nuclear weapons and made &#8220;a world without nuclear weapons&#8221; the goal of American nuclear policy.<\/p>\n<p>        Since that time, Vice President Biden affirmed this pledge in <a href=\"http:\/\/www.whitehouse.gov\/the-press-office\/remarks-vice-president-biden-national-defense-university\">an address<\/a> in Washington, D.C. (I was fortunate to have the chance <a href=\"http:\/\/blogs.rj.org\/rac\/2010\/02\/close_encounter.html\">to hear him give this speech<\/a>!). This past week, the Obama Administration also issued what is known as a Nuclear Posture Review, a comprehensive strategy that will, for the first time, explicitly <a href=\"http:\/\/www.nytimes.com\/2010\/04\/06\/world\/06arms-side.html\">limit the conditions under which the United States would use a nuclear weapon<\/a>. <\/p>\n<p>Now that Presidents Obama and Medvedev have signed the new START agreement, <b>the Senate must ratify the treaty by a two-thirds majority<\/b>.
