{"id":529064,"date":"2010-04-15T15:05:02","date_gmt":"2010-04-15T19:05:02","guid":{"rendered":"http:\/\/blogs.edf.org\/californiadream\/?p=153"},"modified":"2010-04-15T15:05:02","modified_gmt":"2010-04-15T19:05:02","slug":"part-three-ab-32-economic-analysis-impacts-on-household-incomes","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/529064","title":{"rendered":"Part Three: AB 32 Economic Analysis: Impacts on Household Incomes"},"content":{"rendered":"<p>On March 24th, California\u2019s Air Resources Board (ARB) published findings from its study on how the state&#039;s Global Warming Solutions Act of 2006 (AB 32) could impact California&#039;s economy.\u00a0<\/p>\n<p>This post looks at the findings specific to the impact on household income. It follows earlier posts summarizing the analytical methods used and findings specific to gross state product and jobs. Future posts will cover:\u00a0<\/p>\n<ul>\n<li>energy price &#034;shock risk&#034; reduction<\/li>\n<li>how CARB&#039;s work compares to other analyses <\/li>\n<\/ul>\n<p><strong>How will AB 32 impact household income?<\/strong><\/p>\n<p>ARB\u2019s analysis looks at more than 70 measures in the <a rel=\"nofollow\"  href=\"http:\/\/www.arb.ca.gov\/cc\/scopingplan\/scopingplan.htm\">AB 32 Scoping Plan<\/a> that will be used to reduce greenhouse gas emissions (GHG) as directed under the act. It&#039;s also key to note that many of these measures will save households and businesses money on transportation and energy.<\/p>\n<p><strong>AB 32 implementation is expected to improve household income at all income levels except for the very top level<\/strong> (see graph below)\u00a0<\/p>\n<p>Smilar to the economic impact on jobs, the aggregate-statewide effect of AB 32 on household income is small. The ARB found that the AB 32 plans will provide a 0.1% improvement in personal income.<\/p>\n<p>\u00a0Figure 1 \u2013 Household Income with and without AB 32 implementation<\/p>\n<p><a rel=\"nofollow\"  href=\"http:\/\/blogs.edf.org\/californiadream\/files\/2010\/04\/CA-Household-Income-with-without-AB-32.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-152\" title=\"Household Income With and Without AB 32 Implementation\" src=\"http:\/\/blogs.edf.org\/californiadream\/files\/2010\/04\/CA-Household-Income-with-without-AB-32.jpg\" alt=\"\" width=\"489\" height=\"356\"\/><\/a>\u00a0<strong> <\/strong><\/p>\n<p><strong>How can it be that energy users save when fuel prices rise? <\/strong><\/p>\n<p>ARB estimates that while the cost for each unit of energy will rise as a result of AB 32, we will use less because of efficiency. As efficiencies increase, it is likely that monthly bills will decrease.<\/p>\n<p>For example, ARB modeling indicates AB 32 will inspire additional residential sector investments of more than $1.5 billion on devices, processes and operations in 2020, with <strong>sector savings of more than $2.2 billion in avoided household and transportation fuel expenditures<\/strong>. Devices include more efficient appliances, such as compact fluorescent light bulbs, new refrigerators and programmable thermostats. Processes include better utility outreach programs geared for low-income ratepayers. Operations can include automatically adjusting lighting and temperature controls and water-moisture gauges that activate drip irrigation. AB 32 is also expected to save drivers <strong>$4 billion on fuel expenditures by 2020<\/strong>.<\/p>\n<p>ARB based these findings on the assumption that California&#039;s cap-and-trade program will involve some buying and selling of pollution <a rel=\"nofollow\"  href=\"http:\/\/www.europeanclimateregistry.eu\/terms.php\">permits<\/a>, and that all the permit value will remain in California and be returned to households. ARB is developing a program (details will be released later this <a rel=\"nofollow\"  href=\"http:\/\/www.arb.ca.gov\/board\/2010mtgdates.pdf\">spring<\/a>) that will likely combine administrative distribution and auctioning of permits.
