{"id":530101,"date":"2010-04-16T18:14:23","date_gmt":"2010-04-16T22:14:23","guid":{"rendered":"http:\/\/news.harvard.edu\/gazette\/?p=43744"},"modified":"2010-04-16T18:14:23","modified_gmt":"2010-04-16T22:14:23","slug":"being-prepared-not-scared","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/530101","title":{"rendered":"Being prepared, not scared"},"content":{"rendered":"<p>Warning against the dual threats of complacency and unrealistic expectations, Secretary <a href=\"http:\/\/www.dhs.gov\/xabout\/structure\/gc_1232568253959.shtm\">Janet Napolitano<\/a> of the <a href=\"http:\/\/www.dhs.gov\/index.shtm\">U.S. Department of Homeland Security<\/a> urged Americans Thursday (April 15) to \u201cbe prepared, not scared\u201d in confronting domestic and international terrorism. Napolitano gave a speech and answered student questions during an appearance at the <a href=\"http:\/\/www.iop.harvard.edu\/Programs\/John-F.-Kennedy-Jr.-Forum\">John F. Kennedy Jr. Forum<\/a>.<\/p>\n<p>The secretary provided an overview of her department\u2019s latest efforts to track and interrupt terrorist plots and operations, which can range from violent extremists at home to cyber attacks launched from afar.<\/p>\n<p>\u201cSecuring America against these threats \u2014 while simultaneously expediting the legal flow of people and commerce, and staying true to the values and rights that define our nation \u2014 is the essence of the 21st century enterprise we call homeland security,\u201d she said.<\/p>\n<p>Napolitano cited the \u201cheightened law enforcement presence\u201d at the nation\u2019s airports and the sharing of resources among federal, state, and local agencies to confront threats \u201con the frontlines\u201d more effectively. She also urged citizens, businesses, and communities to develop and discuss their emergency preparedness plans in order to \u201cget smarter and better equipped to deal with a range of potential emergencies.\u201d<\/p>\n<p>\u201cTerrorism is a tactic designed not just to kill, but to make us feel powerless. But we are never powerless,\u201d Napolitano said. \u201cWe control the way we prepare ourselves, the way we anticipate and combat the threats, and the way we respond if something does happen.\u201d<\/p>\n<p>Answering questions by audience members who criticized current U.S. enforcement tactics, Napolitano said, \u201cThere is a crying need for immigration reform,\u201d but she acknowledged that we are \u201ca nation of laws.\u201d<\/p>\n<p>Napolitano said a framework for immigration reform recently proposed by U.S. Senators <a href=\"http:\/\/schumer.senate.gov\/\">Charles Schumer<\/a> and <a href=\"http:\/\/lgraham.senate.gov\/public\/\">Lindsey Graham<\/a> will help to update enforcement efforts to deal more effectively with such critical issues as family unification and illegal immigrants already in the country.<\/p>\n<p>\u201cIf we want a better set of laws, there [are] no better people than the people in this room to make sure it happens,\u201d she said. \u201cAs policymakers, you can advocate and vote \u2026 Washington, D.C., needs to hear that it is now time to move forward.\u201d<\/p>\n<p>Napolitano\u2019s forum appearance at the <a href=\"http:\/\/www.hks.harvard.edu\/\">Harvard Kennedy School<\/a> was part of a two-day visit to New England.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Warning against the dual threats of complacency and unrealistic expectations, Secretary Janet Napolitano of the U.S. Department of Homeland Security urged Americans Thursday (April 15) to \u201cbe prepared, not scared\u201d in confronting domestic and international terrorism.
