{"id":535629,"date":"2010-04-20T09:00:00","date_gmt":"2010-04-20T13:00:00","guid":{"rendered":"http:\/\/www.grist.org\/article\/2010-04-19-the-peoples-climate-conference-in-bolivia-kicks-off-with-ambitio\/"},"modified":"2010-04-20T09:00:00","modified_gmt":"2010-04-20T13:00:00","slug":"the-peoples-climate-conference-in-bolivia-kicks-off-with-ambitious-aims","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/535629","title":{"rendered":"The &#8220;people&#8217;s climate conference&#8221; in Bolivia kicks off with ambitious aims"},"content":{"rendered":"<p>\t\t\t\tby Tina Gerhardt <\/p>\n<p>TIQUIPAYA, Bolivia&#8212;This small town outside Cochabamba,<br \/>\nBolivia&#8212;where cows roam freely and campesinos grow fruit, vegetables, and flowers to sell at the local market&#8212;is a far cry<br \/>\nfrom Copenhagen.&nbsp; But it&#8217;s the latest gathering<br \/>\nplace in the ongoing effort to shape an effective global response to climate<br \/>\nchange.&nbsp;<\/p>\n<p><\/p>\n<p>Here, Bolivian President Evo Morales is convening the <a href=\"http:\/\/pwccc.wordpress.com\/\">People&#8217;s World Conference on Climate Change<\/a> this week, an alternative to the unwieldy and thus far unsuccessful <a href=\"http:\/\/unfccc.int\/2860.php\">U.N. Framework Convention on Climate Change<\/a>.&nbsp; NGOs, scientists, activists, indigenous<br \/>\nleaders, and representatives of 60 to 70 national governments are coming<br \/>\ntogether for the event&#8212;in all, about 7,500 attendees from 110 countries.&nbsp;<\/p>\n<p><\/p>\n<p>The poor nations and poor people of<br \/>\nthe world were left out of dealings at Copenhagen, conference organizers<br \/>\nargue.&nbsp; &#8220;The only way to get negotiations<br \/>\nback on track not just for Bolivia or other countries, but for all of life,<br \/>\nbiodiversity, our Mother Earth, is to put civil society back into the process,&#8221;<br \/>\nsaid Pablo Sol&oacute;n, Bolivia&#8217;s delegate to the U.N.&nbsp; That&#8217;s exactly what this week&#8217;s conference is<br \/>\nintended to do.&nbsp;<\/p>\n<p><\/p>\n<p>Speakers from all walks of life<br \/>\nwill talk about climate justice: NASA climate scientist <a href=\"http:\/\/feeds.grist.org\/article\/2009-09-28-james-hansen-on-obama-climate-legislation-and-coal\/\">James Hansen<\/a>; actor, director,<br \/>\nand activist Danny Glover; journalist and activist <a href=\"http:\/\/feeds.grist.org\/article\/2009-12-09-copenhagen-where-africa-took-on-obama-naomi-klein\">Naomi<br \/>\nKlein<\/a>; Indian environmentalist Vandana Shiva; Egidio Brunetto, a leader of<br \/>\nBrazil&#8217;s Movement of Landless Rural Workers; Lumumba Di-Aping, who served as<br \/>\nchief negotiator for the G77 group of developing nations at Copenhagen.<\/p>\n<p><\/p>\n<p>Plenary sessions and working groups&#8212;the usual stuff of<br \/>\nconferences&#8212;will be accompanied by lively cultural events and dinners.&nbsp; The gathering is intended to be truly open<br \/>\nand inclusive&#8212;in marked contrast to the behind-closed-doors negotiating that<br \/>\nbrought about the Copenhagen Accord. &nbsp;The hope is that the outcomes of this<br \/>\nconference can influence the next U.N. climate conference in Mexico in<br \/>\nDecember, making it more open and fair too.&nbsp;<\/p>\n<p><\/p>\n<p>Morales will kick it all off with a speech on Tuesday<br \/>\nmorning; you might be able to catch it on a <a href=\"http:\/\/pwccc.wordpress.com\/\">live stream<\/a>.&nbsp;&nbsp;&nbsp;<\/p>\n<p>\nWhat Evo Morales wants<\/p>\n<p>Morales was one of five heads of state to formally oppose the<br \/>\nCopenhagen Accord. In what many are interpreting as a direct response to that<br \/>\nintransigence, the U.S. recently <a href=\"http:\/\/views.washingtonpost.com\/climate-change\/post-carbon\/2010\/04\/bolivia_ecuador_denied_climate_funds.html\">denied<br \/>\nBolivia climate aid<\/a>.<\/p>\n<p><\/p>\n<p>To address climate change on a global level, Morales has put<br \/>\nforward four suggestions:<\/p>\n<p><\/p>\n<p><strong>1.<\/strong> &nbsp;<strong>Climate<br \/>\nreparations from developed nations for developing nations<\/strong><\/p>\n<p><\/p>\n<p>While developed or rich nations are historically responsible<br \/>\nfor causing climate change through their greenhouse-gas emissions, poorer<br \/>\nnations are more likely to feel the effects and are less able to fund and undertake<br \/>\nchanges to adapt to climate change. The idea of reparations was widely<br \/>\ndiscussed in Copenhagen and endorsed by well-known figures like <a href=\"http:\/\/www.naomiklein.org\/articles\/2009\/11\/climate-rage\">Naomi Klein<\/a> as<br \/>\nwell as organizations like <a href=\"http:\/\/www.jubileesouth.org\/\">Jubilee South<\/a> and <a href=\"http:\/\/focusweb.org\/\">Focus on the Global South<\/a>. Here in<br \/>\nBolivia, villagers are <a href=\"http:\/\/news.bbc.co.uk\/2\/hi\/americas\/8629379.stm\">demanding<br \/>\ncompensation for their glaciers melting<\/a>.<\/p>\n<p><\/p>\n<p><strong>2. &nbsp;An international court to prosecute transgressions<br \/>\nagainst the environment<\/strong><\/p>\n<p><\/p>\n<p>The goal is to establish an International Climate Justice<br \/>\nTribunal or International Environmental Court within the U.N. framework,<br \/>\nmodeled on the International Court of Justice, that will seek to enforce nations&#8217;<br \/>\ncommitments to reduce greenhouse-gas emissions.<\/p>\n<p><\/p>\n<p>Last week, international environmental lawyer <a href=\"http:\/\/thelazyenvironmentalist.blogspot.com\/\">Polly Higgins<\/a> put<br \/>\nforward a related proposal to <a href=\"http:\/\/www.guardian.co.uk\/environment\/2010\/apr\/09\/ecocide-crime-genocide-un-environmental-damage\">include<br \/>\n&#8220;ecocide&#8221; in the list of crimes against peace<\/a>, so that cases could be tried<br \/>\nat the International Criminal Court. &nbsp;<\/p>\n<p><\/p>\n<p><strong>3. &nbsp;A Universal Declaration for the Rights of<br \/>\nMother Earth<\/strong><\/p>\n<p><\/p>\n<p>On Earth Day 2009, Morales<br \/>\ncalled on the U.N. General Assembly to develop such a declaration, modeled<br \/>\non the U.N.
