This will be the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Nuclear_power_by_country\">first nuclear power plant<\/a> in the Gulf states, and the first in the broader Middle East.<\/p>\n<p>If the U.S. government backs Saudi Arabia&#8217;s bid to build a reactor, they&#8217;ll be creating the potential for nuclear growth within the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Cooperation_Council_for_the_Arab_States_of_the_Gulf\">GCC<\/a>, or Gulf Cooperation Council, whose members include Saudi Arabia, <a href=\"http:\/\/www.arabianbusiness.com\/544305-qatar-mulls-nuclear-energy-move\">Qatar<\/a>, <a href=\"http:\/\/nuclearstreet.com\/blogs\/nuclear_power_news\/archive\/2010\/04\/20\/france-and-kuwait-sign-nuclear-power-agreement-04202.aspx\">Kuwait<\/a>, <a href=\"http:\/\/www.america.gov\/st\/peacesec-english\/2008\/March\/20080325155024idybeekcm0.5472223.html\">Bahrain<\/a>, the <a href=\"http:\/\/www.uae-embassy.org\/uae\/energy\/nuclear-energy\">UAE<\/a>, and <a href=\"http:\/\/www.nuclearcounterfeit.com\/?p=887\">Oman<\/a>.<\/p>\n<p>All of those states are also reviewing the possibility of producing nuclear fuel, so they can export more oil and gas to foreign markets.<\/p>\n<p>The GCC is largely allied with the United States and their <a href=\"http:\/\/gulfnews.com\/news\/region\/iran\/iran-iraq-will-top-historic-gcc-russia-political-talks-1.613998\">key security issue<\/a> is Iran&#8217;s rise in power across the Persian Gulf.<\/p>\n<p>The U.S. must be concerned that by allowing oil-rich ally Saudi Arabia to invest in nuclear technology, it will be further escalating its conflict with Iran.<\/p>\n<p>The talk of a double standard in terms of peaceful nuclear energy in the Middle East will have further credence if the U.S. allows a Gulf state to make the move to nuclear.<\/p>\n<p>The main issue is the <a href=\"http:\/\/news.yahoo.com\/s\/ap\/20100418\/ap_on_re_mi_ea\/ml_iran\">non-proliferation treaty<\/a>.
