{"id":536472,"date":"2010-04-20T17:01:56","date_gmt":"2010-04-20T21:01:56","guid":{"rendered":"http:\/\/www.grist.org\/article\/2010-04-20-raiding-rainforest-funds-in-climate-legislation-will-turn-cost-p\/"},"modified":"2010-04-20T17:01:56","modified_gmt":"2010-04-20T21:01:56","slug":"raiding-rainforest-funds-in-climate-legislation-will-turn-cost-projections-into-fantasy","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/536472","title":{"rendered":"Raiding rainforest funds in climate legislation will turn cost projections into fantasy"},"content":{"rendered":"<p>\t\t\t\tby Glenn Hurowitz <\/p>\n<p>An endangered unicorn protected by one of the imaginary offsets created if Kerry-Graham-Lieberman raids funds for tropical rainforests.In the ongoing negotiations over the Kerry-Graham-Lieberman<br \/>\nbill, different polluters are clamoring for cash to compensate them for not<br \/>\nfouling the atmosphere quite so much. One of their targets: the legislation&#8217;s set-aside<br \/>\nfunds for reducing <a href=\"http:\/\/www.nytimes.com\/2007\/06\/16\/opinion\/16powers-hurowitz.html\">tropical<br \/>\ndeforestation<\/a>, which is responsible for at least 15 percent of total carbon<br \/>\ndioxide emissions (more than all the cars, trucks, ships, and planes in the<br \/>\nworld).<\/p>\n<p><\/p>\n<p>Outside of all the myriad benefits of protecting tropical rainforests<br \/>\nfor the planet, raiding this &#8220;<a href=\"http:\/\/www.americanprogress.org\/issues\/2009\/06\/markey_bill.html\">Climate<br \/>\nForest Fund<\/a>&#8221; seriously threatens the affordability, effectiveness, and<br \/>\npolitical viability of energy and climate legislation.<\/p>\n<p><\/p>\n<p>Here&#8217;s why: one of the primary purposes of this fund is to<br \/>\nhelp rainforest nations supply the international offsets needed to keep the<br \/>\nbill affordable and end deforestation.<strong><\/strong><\/p>\n<p><\/p>\n<p><strong>No set-aside, no<br \/>\noffsets, no affordability:<\/strong> Climate<br \/>\nlegislation rightly includes strict requirements to ensure that offsets<br \/>\nactually reduce emissions. Most international offsets are expected to come from<br \/>\ntropical rainforest conservation. But right now, most rainforest nations can&#8217;t<br \/>\nmeet the legislation&#8217;s requirements to generate offsets&#8212;they don&#8217;t have<br \/>\nenough trained people or good monitoring satellites to accurately track how<br \/>\nmany forests they have, how much they&#8217;re losing, how many emissions result, and<br \/>\nhow effective conservation projects are. Until these countries get the capacity<br \/>\nthey need through the Climate Forest Fund, all those offsets and the cost<br \/>\nsavings that come from them are pure fantasy.<\/p>\n<p><\/p>\n<p>With the help of my able associate Olivier Jarda, I&#8217;ve put<br \/>\ntogether a graph showing what I mean:<\/p>\n<p><\/p>\n<p><\/p>\n<p>Joking aside, this is a real threat to the bill.<\/p>\n<p><\/p>\n<p>The EPA analysis of the House-passed American Clean Energy<br \/>\nand Security legislation found that excluding international offsets makes<br \/>\nemissions permits 89 percent more expensive.<\/p>\n<p><\/p>\n<p>Take a look at this actual graph from an excellent new study<br \/>\nby Nigel Purvis and Andrews Stevenson at Resources for the Future <a href=\"http:\/\/www.rff.org\/wv\/archive\/2010\/04\/16\/does-money-grow-on-trees-after-all.aspx\">quantifying<\/a>,<br \/>\nin unicorn-free terms, how much a small investment in the Climate Forest Fund<br \/>\nactually saves Americans by bringing offsets to market.<\/p>\n<p><\/p>\n<p><\/p>\n<p>To summarize, setting aside five percent of the revenue from<br \/>\nclimate legislation for tropical rainforests saves U.S. consumers $9.6 billion<br \/>\nper year, or a total of $421 billion over the life of the legislation,<br \/>\naccording to additional data provided by the study authors.<\/p>\n<p><\/p>\n<p>The Climate Forest Fund helps U.S. business and consumers in<br \/>\nother ways: part of it will be dedicated to enforcing laws against <a href=\"http:\/\/www.eia-global.org\/lacey\/P6.EIA.LaceyReport.pdf\">importing<br \/>\nillegally logged wood<\/a> into the United States, where it <a href=\"http:\/\/climateforest.org\/tfcc_pdf\/ag_factsheet.pdf\">undercuts<\/a> more<br \/>\nresponsibly and sustainably produced American forest products.<\/p>\n<p><\/p>\n<p>Finally, by delivering very cheap (currently <a href=\"http:\/\/news.mongabay.com\/2009\/0104-saving_the_amazon.html\">$5 per ton<\/a>)<br \/>\npollution reductions beyond those mandated by the cap, it brings U.S. pollution<br \/>\ncommitments close to those of other industrialized countries&#8212;putting pressure<br \/>\non countries like China and India to reduce their own pollution.<\/p>\n<p><\/p>\n<p>Indeed, the only group likely to be happy about raiding the<br \/>\nClimate Forest Fund are Chinese coal executives who will be thrilled that their<br \/>\nown government will be freed from any pressure to take on tighter pollution<br \/>\nreduction targets&#8212;leaving the Chinese free to out-pollute and out-compete the<br \/>\nUnited States.<\/p>\n<p><strong>Related Links:<\/strong><\/p>\n<p><a href=\"http:\/\/www.grist.org\/article\/2010-04-20-u.s.-lowers-expectations-for-climate-treaty-this-year\/\">U.S. lowers expectations for climate treaty this year<\/a><\/p>\n<p><a href=\"http:\/\/www.grist.org\/article\/we-need-a-clean-energy-revolution\/\">This Earth Day we need more than a celebration, we need a clean energy revolution<\/a><\/p>\n<p><a href=\"http:\/\/www.grist.org\/article\/watch-china-building-ambitious-solar-valley-city-to-advance-solar-industry\/\">WATCH: China building ambitious &#8220;Solar Valley City&#8221; to advance solar industry<\/a><\/p>\n<p>\t\t\t<br clear=\"both\" style=\"clear: both;\"\/><br \/>\n<br clear=\"both\" style=\"clear: both;\"\/><br \/>\n<a href=\"http:\/\/ads.pheedo.com\/click.phdo?s=82ee8e0dd80b9c0ce5ab515c51335675&#038;p=1\"><img decoding=\"async\" alt=\"\" style=\"border: 0;\" border=\"0\" src=\"http:\/\/ads.pheedo.com\/img.phdo?s=82ee8e0dd80b9c0ce5ab515c51335675&#038;p=1\"\/><\/a><br \/>\n<img loading=\"lazy\" decoding=\"async\" alt=\"\" height=\"0\" width=\"0\" border=\"0\" style=\"display:none\" src=\"http:\/\/ib.adnxs.com\/seg?add=24595&#038;t=2\"\/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>by Glenn Hurowitz An endangered unicorn protected by one of the imaginary offsets created if Kerry-Graham-Lieberman raids funds for tropical rainforests.In the ongoing negotiations over the Kerry-Graham-Lieberman bill, different polluters are clamoring for cash to compensate them for not fouling the atmosphere quite so much.
