The \u201couch\u201d factor is high \u2014 and that includes Canada.<\/p>\n

\u201cIs Canada punching below its weight?\u201d she says. \u201cIs it punching at all?\u201d<\/p>\n

Ottawa, Arbour argues, is \u201clargely absent on the international scene. It\u2019s very difficult to capture any kind of message, position or form of engagement these days.\u201d<\/p>\n

And she adds, \u201cwhen I was prosecutor in 1996, it mattered what Canada thought. On issues of justice and ethics, it mattered what the Canadian position was. There was a sense that you would get an honest, well-thought-out approach. Not just a raw pursuit of ideological or national interest.\u201d<\/p>\n<\/blockquote>\n
