Framework Convention on Climate Change, U.N. Secretary-General Ban<br \/>\nKi-moon will be appointing a replacement.&nbsp;<br \/>\nThe role of the executive secretary is critical to achieving a fair,<br \/>\nambitious, and binding climate agreement, and a strong successor to de Boer is<br \/>\nabsolutely essential for <a href=\"http:\/\/en.wikipedia.org\/wiki\/COP16\">Cancun<\/a> and beyond.<\/p>\n<p><\/p>\n<p>What will make for a strong UNFCCC executive secretary?<br \/>\nThe Climate Action Network has <a href=\"http:\/\/blogs.climatenetwork.org\/?p=576\">issued<br \/>\na letter<\/a> articulating important qualifications, which include political<br \/>\nleadership, experience with negotiations, commitment to civil society, and a<br \/>\nthorough understanding of the challenges of development in the Global South.<\/p>\n<p><\/p>\n<p>As leaders of organizations working at the forefront<br \/>\nof environmental and women&#8217;s issues in the Global South, we&#8217;d like to add<br \/>\nanother qualification to that list: an understanding of the full range of<br \/>\ngender issues, including access to reproductive health and family planning.<\/p>\n<p><\/p>\n<p>Women make up half of the world&#8217;s population and 70<br \/>\npercent of the world&#8217;s poor, produce up to 80 percent of agricultural products<br \/>\nin places like sub-Saharan Africa, and stand to face the brunt of climate<br \/>\nchange.<\/p>\n<p><\/p>\n<p>Three female <a href=\"http:\/\/views.washingtonpost.com\/climate-change\/post-carbon\/2010\/04\/un_climate_candidate_raises_eyebrows.html\">candidates<\/a> are rumored to be under consideration:&nbsp; <a href=\"http:\/\/en.wikipedia.org\/wiki\/Mar%C3%ADa_Fernanda_Espinosa\">Maria Fernanda<br \/>\nEspinoza<\/a> from Ecuador, <a href=\"http:\/\/www.350.org\/about\/blogs\/filling-yvos-shoes-meet-liz-thompson-barbados\">Elizabeth<br \/>\nThompson<\/a> from Barbados, and <a href=\"http:\/\/figueresonline.com\/\">Christiana<br \/>\nFigueres<\/a> from Costa Rica. These women occupy distinct and noteworthy<br \/>\npositions within the larger environmental and climate diplomatic circles.&nbsp; Espinoza has held the post of minister for foreign affairs, and<br \/>\nis the current Ecuadorian representative to the U.N. &nbsp;Thompson has a<br \/>\nwell-known reputation for excellence in diplomacy, having led the Barbados<br \/>\ngovernmental delegation to Kyoto.&nbsp; Figueres<br \/>\nis a formidable negotiator on climate change and an expert on carbon<br \/>\nmarkets.<\/p>\n<p><\/p>\n<p>Certainly we all know from the U.S. experience with<br \/>\nSarah Palin that being a woman does not a feminist make. On the other hand,<br \/>\nensuring gender balance, tracking the number of female elected officials, and actively<br \/>\nengaging women at all levels of policy making are all standard and<br \/>\nwell-accepted means of measuring an institution&#8217;s ability to bring a balanced perspective<br \/>\nto its deliberations. Do we wish we lived in world free of such measures and<br \/>\nquotas?
