{"id":546135,"date":"2010-04-28T15:39:32","date_gmt":"2010-04-28T19:39:32","guid":{"rendered":"http:\/\/climateprogress.org\/?p=23814"},"modified":"2010-04-28T15:39:32","modified_gmt":"2010-04-28T19:39:32","slug":"every-branch-of-government-investigating-killer-oil-rig-disaster","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/546135","title":{"rendered":"Every branch of government investigating killer oil rig disaster"},"content":{"rendered":"<p>As the Senate dithers on clean energy reform, every branch of the government \u2014 Congress, the Obama administration, and the courts \u2014 is investigating the oil rig explosion off the coast of Louisiana that has killed 11 workers and left three in critical condition.\u00a0 Brad Johnson has the story in this Wonk Room <a href=\"http:\/\/wonkroom.thinkprogress.org\/2010\/04\/28\/drill-baby-spill\/\">repost<\/a>.<\/p>\n<p><span id=\"more-23814\"><\/span>The obliterated  hulk of the <a href=\"http:\/\/www.deepwaterhorizonresponse.com\/go\/site\/2931\/\">Deepwater  Horizon rig<\/a> has sunk to the ocean floor, the shattered drilling  apparatus now leaking thousands of gallons of oil into the Gulf.  Attempts to shut down the leaks by <a href=\"http:\/\/www.smh.com.au\/environment\/us-hopes-robots-will-stop-oil-spill-in-the-gulf-of-mexico-20100427-tpz7.html\">underwater  robot<\/a> have failed, so authorities are considering building an <a href=\"http:\/\/www.grist.org\/article\/2010-04-27-engineers-plan-underwater-dome-to-contain-gulf-oil-spill\/\">underwater  dome<\/a> and <a href=\"http:\/\/www.businessweek.com\/ap\/financialnews\/D9FBKRN82.htm\">setting  the growing oil slick ablaze<\/a> before it reaches shore. The rig is  owned and operated by BP America and Transocean Limited.<\/p>\n<blockquote>\n<p><strong>Administration officials<\/strong> Secretary of  Homeland Security Janet Napolitano and Secretary of the Interior Ken  Salazar announced the \u201cthe next steps for the <a href=\"http:\/\/www.dhs.gov\/ynews\/releases\/pr_1272395702575.shtm\">investigation  that is underway<\/a> into the causes of the April 20 explosion that  left 11 workers missing, three critically injured, and an ongoing oil  spill that the responsible party and federal agencies are working to  contain and clean up.\u201d There is a <a href=\"http:\/\/www.dhs.gov\/xlibrary\/assets\/deepwater_horizon_investigaton.pdf\">joint  investigation<\/a> by the U.S. Coast Guard (under Napolitano) and the  Minerals and Mining Service (under Salazar) into the explosion\u2019s death  and destruction.<\/p>\n<p>In the <strong>House of Representatives<\/strong>, energy committee  chair Henry Waxman (D-CA) and oversight subcommittee chair Bart Stupak  (D-MI) <a href=\"http:\/\/energycommerce.house.gov\/index.php?option=com_content&amp;view=article&amp;id=1971:committee-investigates-adequacy-of-environmental-response-plan-in-deepwater-horizon-oil-rig-explosion&amp;catid=122:media-advisories&amp;Itemid=55\">launched  an investigation<\/a> into \u201cthe adequacy of the companies\u2019 risk  management and emergency response plans for accidental oil and gas  releases at the Deepwater Horizon drilling rig and other offshore deep  water or ultra-deep water drilling facilities.\u201d In letters to BP America  CEO <a href=\"http:\/\/energycommerce.house.gov\/Press_111\/20100427\/McKay.BPAmerican.2010.4.27.pdf\">Lamar  McKay<\/a> and Transocean CEO <a href=\"http:\/\/energycommerce.house.gov\/Press_111\/20100427\/Newman.Transocean.2010.4.27.pdf\">Steven  Newman<\/a>, the lawmakers cite the \u201capparent lack<br \/>\nof an adequate plan to contain the spreading environmental damage\u201d and  request documents by May 14.<\/p>\n<p>In the <strong>Senate<\/strong>, Sen. Frank Lautenberg (D-NJ), Sen.  Bob Menendez (D-NJ), and Sen. Bill Nelson (D-FL) have called for a <a href=\"http:\/\/menendez.senate.gov\/imo\/media\/doc\/20100426ltr_OilSpillHrg.pdf\">joint  hearing<\/a> by the Senate commerce and energy committees to oversee the  efforts by the federal agencies involved (NOAA, MMS, and the Coast  Guard).<\/p>\n<p>A lawsuit has been filed in the <strong>federal courts<\/strong> by  the wife of one of the victims, charging Transocean, BP America, and  Halliburton with <a href=\"http:\/\/www.cbsnews.com\/stories\/2010\/04\/22\/national\/main6421907.shtml\">negligence<\/a>.  Halliburton \u201cwas engaged in <a href=\"http:\/\/big.assets.huffingtonpost.com\/AmendedComplaintFinal.pdf\">cementing  operations<\/a> of the well and well cap,\u201d which may have failed and  caused the explosion.<\/p>\n<\/blockquote>\n<p>In 2005, an explosion at BP\u2019s <a href=\"http:\/\/www.rememberthe15.com\/timeline\">Texas City Refinery killed  15 workers<\/a>.  In response to safety violations at that facility, the  Occupational Safety &amp; Health Administration levied a record fine of  $87 million against BP, which BP promptly challenged in court.   Since  2006, there have been <a href=\"http:\/\/www.chron.com\/disp\/story.mpl\/business\/energy\/6969813.html\">509  fires<\/a> resulting in at least two fatalities and 12 injuries on rigs  in the Gulf of Mexico.<\/p>\n<p><!-- post updates would go here in theory --><\/p>\n<div><span>Update<\/span>: As the oil spill drifts  toward Florida, Gov. <a href=\"http:\/\/www2.tbo.com\/content\/2010\/apr\/27\/271712\/gulf-oil-spill-gives-crist-pause-over-drilling\/\">Charlie  Crist<\/a> (R-FL) began walking back his 2008 &#8220;Drill, Baby, Drill&#8221; <a href=\"http:\/\/www.npr.org\/templates\/story\/story.php?storyId=91680890\">flip-flop<\/a> on offshore drilling:<\/div>\n<div>\n<blockquote>\n<p>If this doesn&#8217;t give somebody pause, there&#8217;s something  wrong. I have always said it would need to be far enough, clean enough  and safe enough.
