{"id":547670,"date":"2010-04-29T22:58:05","date_gmt":"2010-04-30T02:58:05","guid":{"rendered":"tag:typepad.com,2003:post-6a00d8341c60fd53ef01348042968b970c"},"modified":"2010-04-29T22:58:05","modified_gmt":"2010-04-30T02:58:05","slug":"vouchers-for-cps-students-advances-in-house","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/547670","title":{"rendered":"Vouchers for CPS students advances in House"},"content":{"rendered":"<div class=\"asset-content entry-content\">\n<div class=\"asset-body\">\n<p><em>Posted by Michelle Manchir<\/em> at 8:33 p.m.<\/p>\n<p>SPRINGFIELD &#8211; Kids in <a class=\"autolink\" href=\"http:\/\/www.chicagobreakingnews.com\/neighborhoods.html?region=1435491\">Chicago<\/a>&#8216;s<br \/>\npoorest and most-overcrowded schools could get vouchers to help cover<br \/>\ncosts at private schools under legislation a House panel approved today.<\/p>\n<\/p><\/div>\n<div class=\"asset-more\" id=\"more\">\n<p>Under<br \/>\nthe measure, parents of students in kindergarten through eighth grade<br \/>\ncould put the $3,717 voucher toward tuition at participating private<br \/>\nand parochial schools. The program would begin in the fall of 2011 and<br \/>\ncould impact up to 30,000 students, said Rep. Kevin Joyce, D-<a class=\"autolink\" href=\"http:\/\/www.chicagobreakingnews.com\/neighborhoods.html?region=1435491\">Chicago<\/a>.<\/p>\n<p>&quot;We&#8217;re trying to give kids a chance here that might not have a chance,&quot; said Joyce, who is working with Sen. James Meeks, D-<a class=\"autolink\" href=\"http:\/\/www.chicagobreakingnews.com\/neighborhoods.html?region=1435491\">Chicago<\/a>, on the proposal.\n<\/p>\n<\/div>\n<\/div>\n<p>The House Executive Committee voted 10-1 to send the bill to the full House, where it could be voted upon as early as Friday.<\/p>\n<p>The action would give vouchers not only to the schools where<br \/>\nstudents are poorest and lowest performing. But it also would extend<br \/>\nvouchers to students from poor families in the most-overcrowded<br \/>\nschools, a change from the bill when Meeks won Senate approval.<\/p>\n<p>Public teacher unions lined up in opposition and warned of a lawsuit if the bill becomes law.<\/p>\n<p>Jim Reed, spokesman for the Illinois Education Association, said<br \/>\ntoday the bill violates the Illinois Constitution by giving state money<br \/>\nto private schools, which support the measure.<\/p>\n<p>&quot;The fact that you&#8217;re diverting funds from public schools means that<br \/>\nthe kids that are left in those existing public schools are going to<br \/>\nhave fewer resources,&quot; Reed said.<\/p>\n<p>The only &quot;no&quot; vote came from Rep. Dan Brady, R-Bloomington, who said<br \/>\nthe state&#8217;s billion-dollar budget deficit should be addressed before<br \/>\nconsidering new programs.<\/p>\n<p>&quot;We have a responsibility and an obligation to our existing schools<br \/>\nthat we pay the debt we owe them first and then we talk about<br \/>\nexperiments in vouchers,&quot; said Brady, who said he had a child in<br \/>\nprivate school.<\/p>\n<p>Supporters maintained the pilot program is worth it if students can get a shot at a better education.<\/p>\n<p>&quot;It&#8217;s time to try something, and it goes back to the kids, not a<br \/>\nbunch of adults haggling over dollars,&quot; said Rep.
