Why would any taxpayer want his or her money spent on such a \u201cprogram\u201d?<\/p>\n<p>It has been proved time and again that a reactive stance does not begin to approach solving the problem. A proactive program has been proved over time to be the most cost-effective, long-term solution that would reduce graffiti and improve the quality of life for our citizens.<\/p>\n<p>I am a taxpayer, property owner raising a family in Seattle. I hate seeing waste and mismanagement.
