href=\"http:\/\/yosemite.epa.gov\/opa\/admpress.nsf\/d0cf6618525a9efb85257359003fb69d\/4eca022f6f5c501185257719005dfb1b!OpenDocument\" >new rules for the disposal of coal fly ash<\/a>, which is the stuff left over when coal is burned at power plants.\u00a0 And not a moment too soon!\u00a0 For the past few weeks attention has been focused on <a title=\"huffington post article\" href=\"http:\/\/www.huffingtonpost.com\/2010\/05\/15\/giant-oil-plumes-found-in_n_577654.html\" >British Petroleum&#8217;s devastating oil spill<\/a>, but it wasn&#8217;t too long ago that a manmade lake holding 5.4 million cubic yards of coal ash slurry gave way in Tennessee and released a <a title=\"engineering news record article\" href=\"http:\/\/enr.ecnext.com\/coms2\/article_inen100127CoalAshSpill\" >flood of coal ash<\/a> that smashed through 300 acres of rural neighborhoods and into the Emory River.<\/p>\n<p>Cleanup for the Tennessee disaster alone is estimated to total about $1.2 billion over the next few years and with about 900 other coal ash landfills and liquid impoundments peppered across the U.S., that&#8217;s a lot of expensive accidents waiting to happen.\u00a0 The race is on for EPA to establish some kind of order in what has been a regulatory free-for-all.<\/p>\n<h3> <a
