{"id":567457,"date":"2010-05-17T19:49:49","date_gmt":"2010-05-17T23:49:49","guid":{"rendered":"http:\/\/www.grist.org\/article\/2010-05-17-obama-dem-senators-call-for-spill-inquiries-mms-head-retires\/"},"modified":"2010-05-17T19:49:49","modified_gmt":"2010-05-17T23:49:49","slug":"obama-and-dem-senators-call-for-spill-inquiries-head-of-mms-retires","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/567457","title":{"rendered":"Obama and Dem senators call for spill inquiries; head of MMS retires"},"content":{"rendered":"<p>\t\t\t\tby Agence France-Presse <\/p>\n<p>WASHINGTON&#8212;President Barack Obama will establish an<br \/>\nindependent presidential commission to probe the huge oil spill from a wrecked<br \/>\nBP-leased rig in the Gulf of Mexico, an official said Monday.<\/p>\n<p><\/p>\n<p>The commission,<br \/>\nsimilar to other presidential-ordered probes into civilian disasters, will be<br \/>\nestablished by executive order, the official said on condition of anonymity.<\/p>\n<p><\/p>\n<p>Reports said<br \/>\nthat the commission will be officially unveiled in the next few days, and will<br \/>\nsupplement existing government inquiries into the disaster sparked by an<br \/>\nexplosion aboard a drilling rig last month.<\/p>\n<p><\/p>\n<p>Obama has<br \/>\ngradually ratcheted up criticism of BP over the spill of millions of gallons of<br \/>\noil into the Gulf in an unfolding ecological disaster, betraying more and more<br \/>\nfrustration over the company&#8217;s failure to stop the leak. A visibly angered<br \/>\npresident on Friday <a href=\"http:\/\/feeds.grist.org\/article\/2010-05-14-obama-takes-aim-at-oil-companies-over-slick\/\">hit out at oil companies<\/a> for <a href=\"http:\/\/feeds.grist.org\/article\/2010-05-11-a-three-way-blame-game-in-bp-oil-hearing\/\">trying to avoid blame over a massive slick<\/a>, and vowed an all-out effort to stop the leak<br \/>\npouring into the Gulf of Mexico.<\/p>\n<p><\/p>\n<p>&#8220;I will not<br \/>\ntolerate more finger-pointing or irresponsibility. The people of the Gulf Coast<br \/>\nneed our help,&#8221; Obama said, as he also unveiled a review of the<br \/>\nenvironmental safeguards to be put in place for oil and gas exploration.<\/p>\n<p><\/p>\n<p>He slammed the<br \/>\nthree oil companies linked to the Deepwater Horizon rig&#8212;BP, Transocean, and<br \/>\nHalliburton&#8212;for seeking to pass the blame, denouncing what he called a<br \/>\n&#8220;ridiculous spectacle&#8221; by their top officials during congressional<br \/>\nhearings.<\/p>\n<p><\/p>\n<p><strong>Senators join in<\/strong><\/p>\n<p><\/p>\n<p>Eight senators urged Attorney General Eric Holder on<br \/>\nMonday to investigate possible civil and criminal misdeeds by British energy<br \/>\ngiant BP in connection to a disastrous Gulf of Mexico oil spill.<\/p>\n<p><\/p>\n<p>&#8220;We are<br \/>\nwriting to ask that you open an inquiry into whether British Petroleum made<br \/>\nfalse and misleading statements to the federal government regarding its ability<br \/>\nto respond to oil spills in the Gulf of Mexico,&#8221; the lawmakers, all<br \/>\nDemocrats, <a href=\"http:\/\/sanders.senate.gov\/imo\/media\/doc\/051710epw%20cmte%20ltr%20to%20holder.pdf\">wrote to Holder<\/a> [PDF].<\/p>\n<p><\/p>\n<p>The group, led<br \/>\nby Senate Environment and Public Works Committee Chair Barbara Boxer, urged<br \/>\nHolder to investigate whether BP misled U.S. regulators on its ability to<br \/>\nrespond to catastrophic oil spills.<\/p>\n<p><\/p>\n<p>They cited a<br \/>\nFeb. 23, 2009 document BP submitted to the federal Minerals Management<br \/>\nService expressing confidence in its ability to contain an oil spill and<br \/>\nmitigate any impact on the environment. &#8220;In the event of an unanticipated<br \/>\nblowout resulting in an oil spill, it is unlikely to have an impact based on<br \/>\nthe industry wide standards for using proven equipment and technology for such<br \/>\nresponses,&#8221; that document said.<\/p>\n<p><\/p>\n<p>&#8220;In the<br \/>\nwake of the Deepwater Horizon oil spill, it does not in any way appear that<br \/>\nthere was &#8216;proven equipment and technology&#8217; to respond to the spill, which<br \/>\ncould have tragic consequences for local economies and the natural resources of<br \/>\nthe Gulf of Mexico,&#8221; the lawmakers wrote.<\/p>\n<p><\/p>\n<p>They also cited<br \/>\na May 10 document in which BP said all of its potential strategies for<br \/>\ncontaining the disaster &#8220;involve significant uncertainties because they<br \/>\nhave not been tested in these conditions before.&#8221;<\/p>\n<p><\/p>\n<p>The senators<br \/>\npressed Holder to evaluate BP&#8217;s actions &#8220;with respect to civil and<br \/>\ncriminal laws related to false statements to the federal government&#8221; as<br \/>\nwell as &#8220;any federal law or regulation that may have been violated in<br \/>\nconnection with issues surrounding the spill.&#8221;<\/p>\n<p><\/p>\n<p><strong>Head of MMS to retire<\/strong><\/p>\n<p><\/p>\n<p>Chris Oynes, a top official overseeing offshore energy<br \/>\nfor the Minerals Management Service&#8212;an agency blamed for lax inspection in the<br \/>\nGulf of Mexico oil spill&#8212;announced his retirement Monday, his agency said.<\/p>\n<p><\/p>\n<p>&#8220;After 35<br \/>\nyears of service he will be retiring from the agency,&#8221; an official at the<br \/>\nDepartment of the Interior, which includes MMS, told AFP on condition of<br \/>\nanonymity.<\/p>\n<p><\/p>\n<p>Oynes was named<br \/>\nin 2007 as the associate director of the Offshore Energy and Minerals<br \/>\nManagement Program in the MMS, with responsibilities including administering<br \/>\nthe Outer Continental Shelf oil and gas program.<\/p>\n<p><\/p>\n<p>His retirement<br \/>\ncomes amid scathing criticism of the agency for being too lax on enforcement of<br \/>\nsafety standards in offshore drilling. Last week, President Barack Obama himself<br \/>\nslammed it as being too &#8220;cozy&#8221; with the companies it regulates.<\/p>\n<p><\/p>\n<p>After the Gulf<br \/>\nof Mexico disaster at a BP-leased offshore oil rig that ruptured an undersea<br \/>\nwell which continues to spew crude into the water, the Obama administration<br \/>\nannounced a breakup of the agency&#8217;s leasing and regulatory functions into two<br \/>\nseparate entities.<\/p>\n<p><\/p>\n<p>Obama ordered<br \/>\n&#8220;top to bottom&#8221; reform of MMS after allegations it had allowed BP and<br \/>\nother oil companies to drill in the Gulf without first obtaining required<br \/>\npermits. &#8220;For too long, for a decade or more, there&#8217;s been a cozy<br \/>\nrelationship between the oil companies and the federal agency that permits them<br \/>\nto drill,&#8221; he said.<\/p>\n<p><\/p>\n<p>The Washington<br \/>\nPost said the retirement would come May 31 and that Oynes, who oversaw oil and<br \/>\ngas leasing in the Gulf of Mexico for 12 years before being promoted to MMS<br \/>\nassociate director, had come under fire for being too close to the industry<br \/>\nofficials he regulated.<\/p>\n<p><\/p>\n<p>MMS separately<br \/>\ndrew criticism from senators Monday by failing to send an official to a hearing<br \/>\non the response to the Deepwater Horizon oil spill.<\/p>\n<p><\/p>\n<p>&#8220;There&#8217;s<br \/>\none set of witnesses that are not here, and I must say that&#8217;s from MMS,&#8221;<br \/>\nsaid Sen.
