Figueres has been the\u00a0head of\u00a0Costa Rica&#8217;s negotiating team, and is the daughter of a former president of Costa Rica. She will replace Yvo de Boer, who will quit the post July 1. Some believe de Boer\u00a0has left because\u00a0developed and\u00a0developing\u00a0countries\u00a0failed to reach an agreement\u00a0in Copenhagen (<a href=\"http:\/\/dirt.asla.org\/2010\/02\/12\/the-significance-of-the-copenhagen-climate-change-accord\/\" >see earlier post<\/a>).<\/p>\n<p>Figueres said: &#8220;There is no task that is more urgent, more compelling or more sacred than that of protecting the climate of our planet for our children and grandchildren.&#8221; Urgency will certainly be needed: Figueres will only have five months\u00a0before before 193\u00a0nations meeting in\u00a0Cancun,\u00a0Mexico, in December for another attempt to reach a global, legally-binding agreement on greenhouse gas emissions (GHGs). Some experts see only a first outline of a global agreement taking shape in Cancun, and\u00a0no real binding agreement.<\/p>\n<p>Given she&#8217;s coming from a developing country, Figueres may help bridge the deep divide between developing and developed countries. She can speak from a position of legitimacy &#8212; Costa Rica is a leader\u00a0among developing world nations\u00a0in pushing for reduced emissions, and is\u00a0actually practicing what it preaches.\u00a0\u00a0Costa Rica plans to be carbon-neutral by 2021.\u00a0More than a quarter of its territory is covered in national parks and biological preserves.\u00a0According to <em><a href=\"http:\/\/www.alertnet.org\/thenews\/newsdesk\/N07289157.htm\" >Reuters<\/a><\/em>, trees now cover 51 percent of the country, a 10 percent increase over the last decade.\u00a0Furthermore, the\u00a0country generates 78 percent of its energy with hydroelectric power and another 18 percent by wind or geothermal power.<\/p>\n<p>Wendel Trio, Greenpeace International climate policy coordinator, said: &#8220;Christiana Figueres has been lead negotiator for a country that aims to become carbon-neutral by 2021, the type of attitude we need on the global stage. We hope she can really engage all countries in a fast-moving dialogue to get agreement on a global deal that will save the world from dangerous climate change.&#8221;<\/p>\n<p><a href=\"http:\/\/www.guardian.co.uk\/environment\/2010\/may\/18\/christiana-figueres-climate-chief-un\" >Read the article<\/a><\/p>\n<p>In other climate change news, <em><a href=\"http:\/\/www.nytimes.com\/2010\/05\/13\/science\/earth\/13climate.html?ref=todayspaper\" >The New York Times<\/a><\/em> writes that the U.S. Senate has finally\u00a0released a new 978-page bill. &#8220;The bill\u2019s overall goal is to reduce greenhouse-gas emissions by 17 percent (compared with 2005 levels) by 2020, and by 83 percent by 2050.
