The county is out of money. The state is out of money.<\/p>\n<p>How could we afford all the expensive transportation projects being planned?<\/p>\n<p>If you are unemployed, in debt and underwater on your mortgage, you do not rebuild and re-landscape your home \u2014 you make do.
