{"id":577662,"date":"2010-05-24T19:58:30","date_gmt":"2010-05-24T23:58:30","guid":{"rendered":"http:\/\/www.grist.org\/article\/2010-05-24-in-wake-of-gulf-spill-this-should-be-the-summer-of-energy-reform\/"},"modified":"2010-05-24T19:58:30","modified_gmt":"2010-05-24T23:58:30","slug":"in-wake-of-gulf-spill-should-this-be-the-summer-of-energy-reform","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/577662","title":{"rendered":"In wake of Gulf spill, should this be the summer of energy reform?"},"content":{"rendered":"<p>\t\t\t\tby Jonathan Hiskes <\/p>\n<p><em>The New Yorker<\/em>&#8216;s Elizabeth Kolbert <a href=\"http:\/\/www.newyorker.com\/talk\/comment\/2010\/05\/31\/100531taco_talk_kolbert\">tells<br \/>\nhow<\/a> the 1968 Unocal oil spill off the coast of Santa Barbara, Calif.,<br \/>\nspurred public outrage that prompted Congress and President Nixon to pass the National<br \/>\nEnvironmental Policy Act and the Clean Air Act-cornerstones of American<br \/>\nenvironmental law&#8212;and create the EPA.\n<\/p>\n<p>&#8220;BP&#8217;s Deepwater Horizon<br \/>\nspill makes the Santa Barbara spill look like a puddle,&#8221; says Kolbert, yet it<br \/>\nhas not thus far jolted the nation into doing much of anything about its<br \/>\ndependency on oil. She concludes with a call to action:\n<\/p>\n<p>The President needs to set higher standards-for his<br \/>\nAdministration, for Congress, and for the country. Earlier this month, an<br \/>\nenergy bill was finally unveiled in the Senate. It is deeply flawed: for a<br \/>\nstart, it would increase the incentives for offshore drilling, and pre&euml;mpt the<br \/>\nE.P.A.&#8216;s ability to enforce parts of the Clean Air Act. Obama should return to<br \/>\nthe Gulf and, against the backdrop of the grotesque orange slick, explain to<br \/>\nthe public why he wants more ambitious legislation. Then he should spend the<br \/>\nsummer working to get an energy bill passed. He&#8217;s not going to get a better<br \/>\nopportunity-or so, at least, we have to hope.\n<\/p>\n<p>Is there any good reason<br \/>\nwhy President Obama, Congress, and the nation <em>shouldn&#8217;t<\/em> spend the summer figuring out an energy-reform plan that<br \/>\nwould get us started in replacing oil and coal with clean, sustainable energy<br \/>\nsources? The Gulf leak could continue gushing all summer.&nbsp; Cleaning up Gulf marshlands, beaches,<br \/>\nfisheries, and underwater habitats will certainly continue long past the summer-and<br \/>\n<a href=\"http:\/\/seattletimes.nwsource.com\/html\/businesstechnology\/2011929240_apusoilspillimpossiblecleanup.html\">may<br \/>\nbe impossible to finish completely<\/a>.\n<\/p>\n<p>I know the president is<br \/>\nsupposedly worried about &#8220;owning&#8221; the oil leak-better if it remains BP&#8217;s<br \/>\nproblem. I know Congress is expected to spend the summer finishing finance<br \/>\nreform (let&#8217;s hope), arguing about Elena Kagan, and gearing up for the fall<br \/>\nmidterm elections. I know the American people are supposedly too fickle and<br \/>\ndistractible to focus for long on anything this difficult.
