The amount of  volume of oil and dispersant we are putting into it is tiny in relation  to the total water volume.&#8221;\u00a0 And he <a title=\"Permanent Link to Video:  As BP\u2019s recklessness  ruins the Gulf Coast, CEO Tony \u2018Soprano\u2019 Hayward calls oil disaster\u2019s  impact \u201cvery, very modest\u201d\" rel=\"bookmark\" href=\"http:\/\/climateprogress.org\/2010\/05\/18\/bp-oil-disaster-gulf-coast-ceo-tony-soprano-hayward-very-very-modest\/\">calls the oil disaster\u2019s ultimate impact \u201cvery, very  modest\u201d<\/a><\/p>\n<p>In fact, though the Obama administration and local Gulf officials have acted  quickly, history has taught that no amount of clean up effort will ever  be able to fully reverse the spill of many millions of gallons  of oil into the ocean.\u00a0 The legacy of Exxon Valdez still lingers today;  Dr. Jeffrey Short of Oceana testified in a 2009 <a href=\"http:\/\/na.oceana.org\/sites\/default\/files\/o\/fileadmin\/oceana\/uploads\/Climate_Change\/Toxic_Legacy\/Written_Statement_of_Dr__Jeffrey_Short_3_24_Joint_Subcommittee_Hearing.pdf\">hearing<\/a> that:<\/p>\n<blockquote>\n<p>Despite heroic efforts involving more than 11,000 people,  2 billion dollars, and aggressive application of the most advanced  technology available, <strong>only about 8 percent of the oil was ever  recovered<\/strong>. This recovery rate is fairly typical rate for a  large oil spill. About 20 percent evaporated, 50 percent contaminated  beaches, and the rest floated out to the North Pacific Ocean where it  formed tarballs that eventually stranded elsewhere or sank to the  seafloor.<\/p>\n<\/blockquote>\n<p>This is yet more evidence that 20-year Coast Guard  veteran Dr. Robert Brulle is right:\u00a0  \u201c<a title=\"Permanent Link to 20-year veteran of the Coast  Guard:   \u201cWith  a spill of this magnitude and complexity, there is no such  thing  as an  effective response.\u201d\" rel=\"bookmark\" href=\"http:\/\/climateprogress.org\/2010\/05\/02\/20-year-veteran-of-coast-guard-with-a-spill-of-this-magnitude-and-complexity-there-is-no-such-thing-as-an-effective-response\/\">With  a spill of this  magnitude and complexity, there is no such thing  as  an effective  response.\u201d<\/a><\/p>\n<p>Think Progress <a href=\"http:\/\/thinkprogress.org\/2010\/05\/22\/bp-muck\/\">notes<\/a>:<\/p>\n<blockquote>\n<p>While <a href=\"http:\/\/thinkprogress.org\/2010\/05\/11\/bp-four-days-spill\/\">BP\u2019s  handsome profits<\/a> will almost assuredly allow the company to survive  the disaster, the impact on the Gulf caused by the release of 60 million  gallons of oil is another matter. The ecological catastrophe will drag \u201c<a href=\"http:\/\/wonkroom.thinkprogress.org\/2010\/05\/21\/bp-gulf-full-recovery\/\">BP\u2019s  reputation literally through the muck<\/a>,\u201d observes The Wonk Room\u2019s  Brad Johnson.
