Champagne time?"},"content":{"rendered":"<p>by Jonathan Hiskes.<\/p>\n<p>My request for President<br \/>\nObama is simple, really: Dust off the secret presidential SCUBA suit, invite<br \/>\nthe Senate&#8217;s biggest oil-industry shills on a &#8220;fact-finding mission&#8221; to the<br \/>\nGulf (promise shrimp cocktails if necessary), and use them to plug up BP&#8217;s<br \/>\nhole.<\/p>\n<p>Failing that, Obama<br \/>\ncould start talking about the connection between the oil gusher, climate change,<br \/>\nour crippling national dependency on fossil fuels, and the need for a wholesale<br \/>\nshift to clean energy.<\/p>\n<p>Fortunately, after a<br \/>\ntepid defense of offshore drilling and a <a href=\"http:\/\/www.grist.org\/article\/2010-04-30-wake-up-obama.-the-gulf-spill-is-our-big-chance\">maddening<br \/>\nsilence<\/a> about the big energy picture, he&#8217;s<br \/>\nfinally starting to do just that, talking about renewable energy and the Gulf<br \/>\nfiasco in the same speeches.<\/p>\n<p><a href=\"http:\/\/www.nytimes.com\/gwire\/2010\/05\/26\/26greenwire-obama-gulf-spill-should-propel-passage-of-long-77823.html\">From<br \/>\na San Francisco fundraiser<\/a> yesterday:<\/p>\n<p>The reason that folks are now having to go down a mile deep<br \/>\ninto the ocean, and then another mile drilling into the ground below, that is<br \/>\nbecause the easy oil fields and oil wells are gone, or they&#8217;re starting to<br \/>\ndiminish.<\/p>\n<p>That tells us that we&#8217;ve got to have a long-term energy<br \/>\nstrategy in this country. And we&#8217;ve got to start cultivating solar and wind and<br \/>\nbiodiesel. And we&#8217;ve got to increase energy efficiency across our economy in<br \/>\nour buildings and our automobiles.<\/p>\n<p>Today <a href=\"http:\/\/www.whitehouse.gov\/the-press-office\/remarks-president-economy-0\">at<br \/>\nthe Solyndra solar panel plant in Fremont, Calif<\/a>:<\/p>\n<p>Climate change poses a threat to our way of life&#8212;in<br \/>\nfact, we&#8217;re already beginning to see its profound and costly impact.&nbsp; And the spill in the Gulf, which is just<br \/>\nheartbreaking, only underscores the necessity of seeking alternative fuel<br \/>\nsources &#8230;&nbsp;<\/p>\n<p>Fifteen years ago, the United States produced 40 percent of<br \/>\nthe world&#8217;s solar panels&#8212;40 percent.&nbsp; That was just 15 years ago.&nbsp;<br \/>\nBy 2008, our share had fallen to just over 5 percent.&nbsp; I don&#8217;t know about<br \/>\nyou, but I&#8217;m not prepared to cede American leadership in this industry, because<br \/>\nI&#8217;m not prepared to cede America&#8217;s leadership in the global economy.&nbsp;<\/p>\n<p>So that&#8217;s why we&#8217;ve placed a big emphasis on clean energy &#8230;<br \/>\nBut we&#8217;ve still got more work to do, and that&#8217;s why I&#8217;m going to keep fighting<br \/>\nto pass comprehensive energy and climate legislation in Washington.&nbsp;We&#8217;re<br \/>\ngoing to try to get it done this year, because what we want to do is create<br \/>\nincentives that will fully unleash the potential for jobs and growth in this<br \/>\nsector.<\/p>\n<p>&#8220;We&#8217;re going to try to<br \/>\nget it done this year&#8221; doesn&#8217;t presage a full-court press.&nbsp; But it&#8217;s a step in the right direction.&nbsp;<\/p>\n<p>Next up, Obama<br \/>\nis <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/05\/26\/AR2010052601492.html\">set<br \/>\nto announce<\/a> new offshore drilling regulations on Thursday&#8212;another<br \/>\nopportunity to talk fundamentals. On Friday, <a href=\"http:\/\/online.wsj.com\/article\/SB10001424052748704026204575266714089093670.html\">he&#8217;ll<br \/>\ntravel to the Gulf<\/a> to prove his commitment to stopping the bleeding gash in<br \/>\nthe Gulf. It&#8217;s his best opportunity yet to influence how the country talks<br \/>\nabout the state of its energy system.<\/p>\n<p>Lots of smart thinkers<br \/>\non the left <a href=\"http:\/\/www.prospect.org\/cs\/articles?article=machinery_of_progress\">have been arguing<\/a> that it&#8217;s na&iuml;ve and ineffectual to demand that<br \/>\nObama somehow &#8220;do more&#8221; to get the country on a progressive track; he can&#8217;t change<br \/>\nthe country&#8212;and certainly can&#8217;t change the minds of intransigent senators&#8212;on his own.<\/p>\n<p>But the BP spill might<br \/>\nbe big enough to alter the dynamics. Americans can now see with their own eyes<br \/>\nwhat&#8217;s so wrong with our energy system.&nbsp; A<br \/>\n<a href=\"http:\/\/www.cbsnews.com\/8301-503544_162-20005838-503544.html\">new CBS<br \/>\npoll<\/a> found a marked drop in public support for domestic offshore drilling-down<br \/>\n17 percent since two summers ago-meaning that more Americans now oppose offshore<br \/>\nexploration than support it. There&#8217;s an opening for fundamental change.&nbsp;<\/p>\n<p>&#8220;Honestly, I have not<br \/>\nreacted to anything with this much impotent despair since 9\/11,&#8221; <a href=\"http:\/\/andrewsullivan.theatlantic.com\/the_daily_dish\/2010\/05\/death-in-the-gulf-ctd.html\">writes<\/a> an<br \/>\nAndrew Sullivan reader. &#8220;Not even Abu Ghraib and our collective, in effect,<br \/>\nnon-reaction to it made me feel more negative about the likely course of our<br \/>\nsociety in the remaining decades of my lifetime.&#8221;<\/p>\n<p>Oof-that sounds like a<br \/>\ncitizen ready for a bold plan. Obama, by directing the media&#8217;s and the public&#8217;s<br \/>\nattention to the need for a massive energy shift, can give the issue more of a<br \/>\nboost than it&#8217;s gotten in decades.&nbsp; He<br \/>\ncan make the point that climate and clean-energy legislation is desperately<br \/>\nneeded, now. &nbsp;If Americans follow his<br \/>\nlead, they could&#8212;yes, I&#8217;m being hopeful here&#8212;put enough pressure on other<br \/>\nelected officials (senators) to get moving on an energy bill and other critical<br \/>\npolicy changes.
