The buck stops with Secretary Clinton\u2014and it should.&nbsp;But members of Congress will focus on politically charged and distracting issues. The terrorist attack on the consulate was abhorrent. However, a broader discussion about the NATO-led regime change in Libya\u2014and its unfolding political aftermath in Mali\u2014would be a better use of Congress\u2019s time. The consequences of intervention should not be ignored, and its antecedents must be explored.<\/p>\n<p><a href=\"http:\/\/www.thedailybeast.com\/articles\/2011\/03\/20\/libya-airstrikes-hillary-clinton-and-the-women-who-called-for-war.print.html\" >Secretary Clinton was among the handful of U.S. and European officials<\/a>&nbsp;who urged Western military action in Libya, a mission that&nbsp;<a href=\"http:\/\/www.usnews.com\/opinion\/blogs\/world-report\/2012\/10\/18\/obama-should-have-never-intervened-in-libya-in-the-first-place-\" >entangled<\/a>&nbsp;the United States in yet another volatile, post-revolutionary Muslim country, and accelerated neighboring Mali&#8217;s destabilization. North Africa\u2019s vortex of Islamist crosscurrents has now <a href=\"http:\/\/www.nytimes.com\/2013\/01\/23\/world\/africa\/us-begins-airlift-of-french-unit-to-fight-militants-in-mali.html?_r=0\">sucked America and France into Mali<\/a>. Indeed, the reverberations of NATO-led regime change in Libya impelled U.S. and French involvement in Mali. Like the conflict in Libya, France cannot do the heavy lifting in Mali on its own. Senators should ask: How far will the conflict in Mali go? Will the United States end up holding the broken pieces once again? Is America now \u201cleading from behind\u201d?<\/p>\n<p>Furthermore, Congress should ask Secretary Clinton about how the White House shamelessly recast the word \u201cwar\u201d into \u201ckinetic military operations.\u201d That Orwellian revisionism allowed the administration to side step the&nbsp;<a href=\"http:\/\/www.cato.org\/publications\/policy-analysis\/congress-surrenders-war-powers-libya-united-nations-constitution\">War Powers Act<\/a>&nbsp;and bypass congressional authorization. In the course of supposedly demonstrating America&#8217;s selflessness in the promotion of democracy abroad, the administration compromised the integrity of our institutions at home.
